DPR-50 Docket No. 50-289 TSCR No. 210 - 0TSG Leak Rate limit GPU Nuclear Response to NRC Request for Additional Information In an August 1, 1991 telephone conference between the NRC and GPU Nuclear regarding Technical Specification Change Request (TSCR) 210, the NRC requested additional information regarding actions to be taken in the event that the rate of change of the primary / secondary (P/S) leakage rate becomes significant.

As was discussed, the leakage rate has been increasing slowly over time in a predictable fashion. To minimize the potential effects of a tube failure, in the unlikely event one occurred, we will continue our current vigilance in monitoring the P/S leakage rate trend.

Plant operators will be alerted by any unusual change in the offgas radioactivity (RMAS) and will take appropriate action, upon confirmation of thh indication. During the time period covered by the TSCR, the operators may shut the Unit down even before the proposed 0.2 gpm limit is reached, if they project that a sudden change in the RMA5 reading indicates an increase in the P/S leakage above ',e 0.2 gpm limit.

Continued vigilant monitoring of the P/S leak rate as it approaches the admirJ strativo limit ur when the leak rate change is unusual will continue.

RMA5 indications will provide us with indication that the leakage rate is rapidly a,nproaching the new limit of 0.2 gpm above background.

Such indications will v sure that active measures are taken to minimize the consecuences of a tube im.l we should one occur.
