i 1.0- INTRODUCTION By letter dated April 11, 1991, the licensee, Entergy Operations, submitted a request for changes to the Grand Gulf Nuclear Station Unit 1 Technical-Specifications (TS). The requested changes would revise the TS by changing those specifications involving written reports submitted to the NRC in order to be consistent with 10 CFR S0.4 2.0 EVALVATION The Grand Gulf TS contain several requirements to submit written reports to the NRC in order to document various events or programs. The specific TS
-address and distribution requirements for these written-comunications were superseded by 10 CFR 50.4 The proposed TS amendment changes the submittal requirements to be consistent with 10 CFR 50.4 The schedule and content for the submittals has not been changed.
It should be noted that the TS changes issued incorporate minor editorial revisions from those proposed by the licensee. These changes were discussed with and agreed to_by the licensee.
Based upon its review, the staff agrees that the changes are administrative in nature, result *,n TS which clarify the submittal requirements in accordance with 10 CFR 50.4, and are therefore acceptable.
3.0 STATE CONSULTATION
in accordance with the Commission's regulations, the Mississippi State official' I
was notified of the proposed _ issuance of the amendment. The State official had

no comments.

4.0 ENVIRONMENTAL CONSIDERATION
1 The amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eli criteria for categorical exclusion set for in 10 CFR Section 51.22(c)gibility (10).

g Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental l
assessment need be prepared in connection with the issuance of the amendment.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, j
that:- (1) there is-reasonable assurance that the health and safety of the L
public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations,

and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of the public.
