,o SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO. 81 TO FACILITY OPERATING LICENSE NO. NPF-42 WOLF CREEK NUCLEAR OPERATING CORPORATION WOLF CREEK GENERATING STATION DOCKET NO. 50-482

1.0 INTRODUCTION

By application dated July 22, 1994, Wolf Creek Nuclear Operating Corporation (the licensee) requested changes to the Technical Specifications (Appendix A to Facility Operating License No. NPF-42) (TS) for the Wolf Creek Generating Station. The proposed changes would revise Section 6 of the TS to reflect position title changes in the licensee's organization.

2.0 BACKGROUND

The licensee has proposed to change the title of " Supervisor Operations" in TS 6.2.2.g to " Superintendent Operations". The titles " Radiation Protection Manager" in TS 6.3.1.b and " Manager Radiation Protection" in TS 6.12.1.c would be changed to " Superintendent Radiation Protection."

In addition, in TS 6.3.1.b, language would be added to assure the qualifications for the position of Superintendent Radiation Protection would continue to meet or exceed the requirements for Radiation Protection Manager as described in Regulatory Guide 1.8, " Qualification and Training of Personnel for Nuclear Power Plants."

Section 6.3.1.b would be revised as follows:

"The position of Superintendent Radiation Protection shall meet or texceed the qualifications of Regulatory Guide 1.8, September 1975, for a Radiation Protection Nanager" (Emphasis added).

3.0 EVALUATION The proposed title changes to TS Sections 6.2.2.g, 6.3.1.b, and 6.12.1.c, are administrative changes. The additional language being added to TS Section 6.3.1.b clarifies that the position of Superintendent Radiation Protection is equivalent to the position of Radiation Protection Manager and the Superintendent Radiation Protection will continue to meet the qualification requirements defined in Regulatory Guide 1.8 for a Radiation Protection Manager. These changes are administrative and do not represent any change in reporting relationships, qualification requirements, responsibilities or overall organizational changes. 4.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Kansas State Official was notified of the proposed issuance of the amendment. The State official had no comments.

5.0 ENVIRONMENTAL CONSIDERATION

This amendment relates to changes in recordkeeping, reporting, or i

administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR-51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement l

or environmental assessment need be prepared in connection with the issuance of the amendment.

l 6.0 CDELUSION The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, i

and (3) the issuance of the amendment will not be inimical'to the common defense and security or to the health and safety of the public.
