Page 1 of 3 Response tn Haguest for Additimal Inforation Roauest-1:
Provide a sumary of existing procedural controls which ensure that operability determinations are promptly made.
Please provide the basis for the time allowed to make an operability determination (i.e.,-
mchnical Specification action statment, etc.)
particularly for indetenninate
_l conditions.
Resomse Initial operability deteminatious are made by the Shift Supervisor. Nhen a nonconforming condition is identified in the plant,-
a Corrective Work Request (CWR) is initiated in accordance with procedure n 01-057,
" Work Request". Step 7.8 of M 01-057 requires the Shift Supervisor to determine equipment operability by empleting Block 8 of the Work Request.
We 14uipment Out of:Se.vice Irg is utilized for determining the status of inoperable. equipment which is required to be operable to satisfy technical specifications in accordance with-M 02-105, "Iquipnent Out 'of Service Iog" _
If a piece of equipnent which is safety-related and required to be E
operable to satisfy technical specifications is detemined to be out of service, the Shift Supervisor verifies that an entry into the Iquiplent Out of Service Iog has been initiated.
%e Shift Supervisor makes an informd oparability determination based on all readily available indications and infomation.
% e majority of all opar4ility deteminations are made within a short period of tim, and in most cases 'before.-_the end of the shift.
W e Shift Supervisor has the responsibility and authority to obtain any needed infonnation and to direct initiation-of any necessary immediate action to conpensate for the identified nonconfoming condition.-
While all Wolf Creek Nuclear Operating Corporation (NCNOC) personnel are available to provide information to_the Shift Supervisor to -assist in operability determinations,.
the Results-Engineering and-Nuclear Plant Engineering organizations have specific procedures for conducting follow-up reviews of CWRs.
An engineering screening / review of CWRs is perfonned by Results Engineering
--personnel in accordance with procedure ACE 05-100,
" Work Request Review".
We' purpose of the screening / review -is to assess the identified nonconformance and _its effect on the ability of the equipnent to perfom its safety. design basis function.
h e Results Engineering Supervisor (or his designee) screens CWRs the next working day following review by the Shift Supervisor.
If the_ screening identifies a _CWR as requiring further engineering review, the review of the nonconfomance is generally cmpleted within three days.. W is time frame is in ar-innce. with guidance frm plant managenent and is not specified in n 05-100.
%e time allotted to perform the engineering review takes into account that this uview is a second check of the initial operability detennination made by the Shift Supervisor. Additionally, this time frame ensures prmpt follow-up reviews with engineering resources and minimizes the impact to other systens and gvpus.
W is design basis engineering review of the nonconfonnance may lead-to further - Control Rom review of the initial operability determination.
Attachment to NO 91-0212 Page 2 of 3 A similar process of evaluating nonconfomances that require a use-as-is or repair disposition is perforned by Nuclear Plant Engineering personnel in accordance with procedure KPN-E-314,
" Disposition of Field Change Documents".
An initial review to detamine if there are outstarding design issues is conducted by a Supervising Engineer prmptly upon receipt of a CWR.
A detailed evaluation of the nonconfornance is initiated within three working days of receipt.
'Ihe detallal evaluation results are provided to the Operations organization as soon as the results are available.
Request 2:
Provide the tine restraints to be invoked for reportability evaluations which cannot be completed within 2 weeks and will rundn indeterminate for a significant period.
Response
Proceduru AEN 01-033,
" Instructions for Evaluating, Reporting, and Documenting Potentially Reportable Events",
Section 4.9 provides the reportability evaluation tine restraints.
Upon receipt of a Reportability Evaluation Request (RER), Ccapliance personnel determine if the available infornation is sufficient for performing the reportability evaluation.
If the available infornation is insufficient, a RER Evaluation Fom is initiated and sent to the responsible engineering group for evaluation.
'Ihis initial evaluation is to be cmpleted within a two week period.
If the initial evaluation by the responsible group is definitive, or if the initial evaluation by the responsible group cannot be empleted within two weeks but an initial engineering judgement on which to base a reportability detemination is provided, the reportability evaluation will be cmple+ed.
If detemined reportable, the-Licensee Event Report (LER) will be suhaitted within 30 days of discovery.
If the initial evaluation or engineering judgcment cannot be cmpleted within two weeks and will rmain indeteminate for a significant period of tine, the event will be reported within the 30 day tine frame pending the empletion of the evaluation.
Once the evaluation is completed,.
the LER will be revised the reflect the evaluation results as appropriate.
Reouest 3:
Provide the details of your process for statusing and tracking itms that are being evaluated for reportability.

Response
Plant events and/or conditions that requim an evaluation for mportability am docunented on a RER.
Each RER has a unique number designator.
A database, with paper log backup, is utilized for tracking RERs.
RERs aru considered "open" until the mportability evaluation has been campleted, any required reports have been subnitted to the NRC, ard the final RER disposition has been approved by the Director Plant Operations with review and concurrence by the Plant Safety Review Ccmnittee. A status report which contains a list of each open RER, next action to be ocznpleted, action completion due date and responsible group is provided to the Director Plant Operations on a weekly basis.
'Ihe status of each open RER is provided in the nonthly LER Status Report to the Director Plant Operations, Director Nualear Plant Engineering, and the Operations Division Managers.
