Dear Mr. Milano:

In the reference letter, Philadelphia Electic Company (PECo) committed to submit a Technical Specification Change Request (TSCR) on the Emergency Service Water (ESW) System by August 1, 1991.

This TSCR will propose new out-of-service times for the ESW pumps and the Emergency Cooling Water (ECW) pump justified by upgrades to the ECW system and its support systems.

During the review process it was determined t' sat the proposed TSCR was incomplete.

Rather than submitting & TSCR that would require a supplement, PECo is requesting approval-to delay submittal of the TSCR until September 30, 1991.

This request was discussed in a July 18, 1991 telephone conversation between P.
