VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATION CHANGE

WASTE GAS DECAY TANK - SUPPLEMENT On October 22,1990, Virginia Electric and Power Company requested amendments, in the form of changes to the Technical Specifications, to Operating License Numbers NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively. The requested amendments were to simplify and clarify requirements for controlling potentially flammable gases in the waste gas decay tank.

A subsequent discussion between Virginia Electric and Power Company and the NRC regarding this Technical Specification change request was held April 4,1991. The NRC requested that-we provide additional required actions and clarify purging operations. Attachments 1 and 2 are the affected Technical Specification pages with the additional action requirement included. The additional requirement is to submit a Special Report whenever the oxygen limit of 2% by volume !n the waste gas decay tank is exceeded for more than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />. The proposed change is discussed in-Attachment 3. - The change does not alter the intent of our October 22,1990 request nor_does it affect our original determination that the proposed change involves no significant hazards consideration as defined by 10 CFR 50.92.

Regarding purging operations, standard maintenance practice is to first purge the tank with nitrogen, then air, before initiating maintenance.
