Docket No. 50-482: Clarification of Commitment for Emergency Lighting and Clarification of Section 9.5.3.2 of Updated Safety Analysis Report (USAR)
Gentlemen:
The purpose of this letter is to provide clarification of a commitment related to emergency lighting.
In the referenced letter, Wolf Creek Nuclear Operating Corporation (WONOC)' made a commitment to provide compensatory li,hting provisions when AC electrical circuits to emergency lighting units are deenergized. This commitment was made in response to deviation 88/27-02 and was based on Section 9.5.3 of the USAR which states the Emergency Lighting System is designed to provide lighting at all times in areas used during shutdowns or emergencies.
The deviation was due to power not being supplied to specific emergency lighting during maintenance activities thus allowing the batteries to discharge, renderiig the lights inoperable.
This incident occurred during power operation of the plant.
WCNOC will continue to_ fulfill the commitment to provide compensatory lighting during power operations.
- However, during scheduled switchgear outages while in a refueling outage,- when the main buses or switchgear are removed from service, temporary power would not normally be supplied.

The need for emergency lighting during refueling outages and scheduled switchgear outages is diminished because work practices and access
. procedures provide assurance that activities in these areas are controlled.
In' addition, Fire Protection equipment includes lighting provisions for fire fighting activities should they become necessary.
This clarification is necessary since the extensive effort required under outage conditions to provide power to the emergency lighting makes it impractical.
WCNOC has also prepared a change to the USAR to further clarify emergency lighting requirements.
Chapter 9.5.3 of the USAR provides discussion of emergency lighting.
This discussion describes emergency lighting required during. safe shutdown, design bases events and fire fighting activities.
Paragraph 9.5.3.3 will be revised to be consistent with the remainder of the L
