Letter From' Mr. G. C. Creel (BG&E) to NRC Document Control Desk, dated June 11,1991, same subject Gentlemen:
Reference (a) requested approval of a proposed change to the Quality Assurance (QA) Program for Calvert Cliffs 1 & 2. The proposed change introduced Nuclear Program Directives (Directives) to replace the existing Quality Assurance Procedures (QAPs). As part of the change, a sponsoring Manager wouid approve each Directive whereas the Vice President - Nuclear Energy Division currently approves all QAPs. This was deemed to be a reduction in a commitment in the quality assurance program; therefore NRC approval is being sought.
Based on telephone conversations with NRC reviewers, we are sending this letter to provide two
- revisions to the wording proposed in Reference (a). This wording clarifics: (1) that it is the responsibility 'of the Manager - Nuclear Quality Assurance Department to ensure that QA compliance reviews are completed for QAPs and Directives and their revisions before they are approved, and (2) that comments fron, the independent QA compliance review must be resolved before sponsoring Managers can approve Directives.
On Page 6 of 61, provided with Reference (a), we prorose (Lat paragraph 2, under Manacer Nuclear Ouality Assurance Denartment read as follows:

Document Control Desk July 26,1991 Page 2 On page 26 of 61, provided with Reference (a), we propose that the proposed last sentence in the fourth paragraph, " Nuclear Program Directives are approved by the sponsoring organization," be revised to read as follows:
" Nuclear Program Directives are approved by the sponsoring Manager after ensuring resolution and incorporation of OA compliance review comments."
The above infonnation is only presented to clarify our request in Reference (a) and does not change the originalintent of the proposed QA program changes in any way.
