00CKEii% & SERM The Honorable Nunzio Palladino BRANCH Chairman l
Nuclear Regulatory Commission Washington, D.C.
20555 I
Dear Mr. Palladino:
I understand that the N.R.C.
is expected to vote in September on the restart of TMI No. 1.
I My first thought is, why was TMI No. 1 ever shut l
f down - ? - and, why has it taken so long to allow it to be restarted - ?
Has this just been giving in to anti-nuclear hysteria - ? - instead of acting in accordance with reason and logic - ?
I have had many years of experience as an electric utility engineer, with a wide variety of experience -
i and I'm sure that you know, as well as I do, that when a large, economical generating unit is taken off the line, its output must be replaced by the highest-cost units of neighboring utilitiea-(they naturally use their lower-cost units for their own customers).
It should be very obvious to anyone that keeping TMI No. 1 off the line has added considerably to the cost of electricity to GPU's customers.
(It has also caused a loss of dividends to GPU's stock-holders.)
Therefore, it should be very obvious that TMI No. 1 should be restarted promptly.
Therefore, I sincerely hope that logic and reason -
and straight thinking - will prevail, so that TMI No. 1 can be restarted in the very near. future.
I l
Sincerely, rycud{ fl h h t
