Dear Sir:

In preparation for the 1983 Pilgrim Nuclear Power Station Joint Emergency Plan exercise we are providing you with an outline of the planned scenario for your review and comment.

We believe this scenario will provide adequate opportunity to achieve all of the objectives identified in our prior letter of 3/11/83.

We intend to provide you with a more detailed description of the planned scenario I

which will include anticipated actions, identification of key emergency response personnel, instrument readings, environmental and onsite radiation levels, and observer / controller checklists.

This information will be available about 30 days prior to the scheduled exercise. This proposed schedule has been discussed with Mr. Ed Wojnas, Region I Emergency Response Coordinator.

Mr. Wojnas indicated i

that the schedule will permit ample time for NRC review.

'In accordance with 10CFR2.790(b) BECo requests that Attachment A and the informa-tion contained in Attachment A be withheld from the public. The usefulness and effectiveness of the exercise.will be unnecessarily compromised if key partici-pants from both offsite agencies and from within Boston Edison Company, have prior knowledge of the details of the scenario.

Withholding this information from the public will reduce the potential for advance notificatfor, and resulting uncalled for preparation.-

Those individuals who do require prior knowledge of ~ the exercise details --have been or will be appropriately informed by Boston Edison Company.

We are available to discuss and explain the detafis of the planned exercise should you require further.information.
