This Interim Repo rt is in reference to the pot ent i al mi so pe ra t io n of Westinghouse's loop powe r supply (NLP ) ca rd s and Tempe ra tur e Channel Test (NTC) cards as repo rt ed to the Nuclear Regulatory Commission by S. D.

Hall of Duquesne Light Company on June 16, 1983.

An evaluation of these two ca rd s has de t e rmined that the NLP ca rd s are not pr es e nt in BVPS-2, while the NTC cards require further analysis.

Pursuant to the requirement s of 10CFR50.5 5(e), it is ant icipated that a sub s eq ue nt repo rt on this matter will be submi tted to Region I by August 26, 1983.

An extension was req ue s t ed on Ju ly 18, 1983, to submi t this repo rt by July 19, 1983.

The req ue s t was made to Mr. Lowell Tripp of Region I of the NRC via a phone call, and found this extens ion acceptab le.

SUMMARY

Westinghouse has de sc ribed two problems conce rning their 7300 Process Prot ect ion Sys tem.

The pr ob lems are with the loop power supply (NLP) cards and the Temperature Channel Test (NTC) cards.

2.0 IMMEDIATE ACTION TAKEN Mr. S. D. Hall of Duquesne Light Company's Regulatory Af fairs Department not ified Mr. Harry Kister of the NRC Region I of fice on June 16, 1983, of the pot ent ial 10 C FR50.5 5 (e ).

An engineering evalua t io n is unde rway to determine the reportability status of these two cards.

3.0 DESCRIPTION

OF THE DEFICIENCY The first problem conce rns the N LP ca rd s wh ich were sh ip ped fr om Wes t inghou se Industrial E le ct ronic s Division (WIED) between 8/1/80 to 9/1/82.

These cards were found to have adhes ive bond fa ilur e wh ich could cause the heat sink plate to separate and f all of f of the pr int ed c ircui t board.

The plate is a conduct ive metal and unde r ce rt nin circumstances could cause sho rt ing of low level signals if it be came wed ged between ca rd s in the ca rd fr ame.

The af fect ed pr int ed circuit boa rd s are:

5NLP Sub-level 18 and ab ove, and 6NLP Sub-level 18 and above.

The heat sinks of concern can be ident ified by an ins pect ion of the printed circuit ca rd fo r hex nuts visib le on the top side of the assembly.

The second problem deals with a contact bounce experienced during seis-mic testing of the Temperature Channel Test (NTC) cards. This int e rm i t-tant cont ac t bounce will result in signal saturation of the downstream RTD Amplifier (NRA) card in the T hot and T cold circuits of the Westinghouse 7300 Pr oces s Pr ot ect ion System.

This signal saturat ion could result in a possible delay of the overtemperature -

T trips for BVPS-2, 4.0 ANALYSIS OF SAFETY IMPLICATION Stone & Webster Engincaring Corporation, pe rfo rmed a rev i ew to de t ermine if any of the NLP were shipped and ' were used in BVPS-2 for BOP applica-t ions.

The result of that rev iew and iaspection has de t e nnined that these cards are not pr es ent in BOP applications.

Wes t inghou se, BVPS-2 's NSSS supplier, has indicated that they have not supplied any NLP ca rd s directly to BVPS-2.

Based on Wes tinghouse and S&W reviews, these cards are not present for BVPS-2.

The sec ond problem concerning the NTC relay ca rd s is cur rent l y unde r l

evalua t ion.

To date our inves tigation has found the NTL cards in ten instrument ch annel s whose cont rolli ng fun ct ion is to operate the HVAC

4 system.

In part icular, the faulty cards could result in poor control of the tempe rature of the Diesel Generator Room and the Emergency Switch Room.

The safety implica t ions, if any, will be de t ermined after the data is completely analyzed.

5.0 CORRECTIVE ACTION TO REMEDY DEFICIENCIES No corrective action need be taken by Duquesne Light Company for the NLP c ard s since they are not pr esent in BVPS-2.

The correct ive act ion for t he NTC c a rd s, if any, will be initiated after the engineering evalua-tion noted in Section 2.0 of this report is complete.

6.0 ADDITIONAL REPORTS An ad di tional repo rt on the status of the NTC cards will be issued by Duquesne Light Company by August 26, 1983.
