Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 Heavy Wall Thickness on Diesel Generator Exhaust Systen Significant Deficiency Report No. 83-08, Interim Report Gentlemen:

This Interim Report is in reference to the potentially report able Significant Deficiency relating to the use of nominal wall thicknes s of fittings to determine the weight used as de s ign input to s tr es s c alcula t ions.

An evaluation is currently underway to determine the impact the diesel generator exhaust piping system.

of the thick wall fittings on Pursuant to the requirement s of 10 CFR50.5 5 (e), it is ant icipa t ed that a s ubseque nt report on this matter will be submi t ted to Region I by August 19, 1983.

This repo rt was due July 27, 1983.

An ext ens ion was req ue s t ed to submit this report on July 28, 19 83.

The request was made in person from Mr. S. D. Hall to Mr. L. Tripp of the NRC, Region I of fice, and Mr. Tripp found this extension acceptable.

f BEAVER VALLEY POWER STATION - UNIT NO. 2 DUQUESNE LIGHT COMPANY Repo rt on Potential Significant Deficiency No. 83-08 Heavy Wall Thickness on Diesel Generator Exhaust System 1.

SUMMARY

During a routine safety ins pect ion by the NRC resident ins pe ct o r, the emergency diesel generator exhaust piping (spools EDG 3-1 and EDG 14-1) were found to have thic kn es s readings of 0.7 5",

wh ich is twice their nominal value. This was cited as an Item of Violation in Inspection No.

50-412/83-07, 2.

IMMEDIATE ACTION TAKEN Mr.

E.

F.

Kurtz, Jr.,

Manager of Duquesne Light Com pa ny's Regula to ry Af fairs Department, not ified Mr. Lowell Tripp of the NRC Region I of fice on June 27, 1983, on this pot ent ially report ab le deficiency.

An e ng i-n eeri ng evaluation is underway to determine the reportability status of the exhaust piping system.

3.

DESCRIPTION OF DEFICIENCY (Ext ract ed from NRC Inspect ion Report 83-07 dated June 10, 1983)

In the diesel generator exhaust system, two spools EDG-3-1 and EDG-14-1, while be ing ins t al led were found to have thicknes s me asureme nt s of 0.7 5", wh ich is twice the 0.375" nominal wall.

The system contains 1-90* long rad iu s Ell, 2-45' Ell's, 1-38 inch s t anda rd tee, 1-38 inch flange, and 2-38 inch s tanda rd pipes.

The fittings were ordered fr om Ladish Company as 38 inch s t anda rd (0.375 nominal wall).

The actual wall thickness measurements performed by site quality control by request of the NRC, found the 90* elbow, the 2-4 5' elbows, and the one tee to h ave an average wall thickness of 0.750 inch.

The stres s calculations for this system were based on the nominal wall thickness.

4.

ANALYSIS OF SAFETY IMPLICATION Beave r Valley 2 is reanalyzing the exh au s t piping to de t e rmine the actual stresses on the piping system.

Af ter this engineering evaluation is complete, the safety implications, if any, will be addres sed.

5.

CORRECTIVE ACTION TO REMEDY DEFICIENCIES The cor rect ive act ion for the diesel generator exhaust system, if any, will be initiated af ter the engineering evaluation noted in Section 2 of this report is complete.

6.

ADDITIONAL REPORTS An addi t ional report on the s tatu s of the diesel ge nerato r exhau s t system will be issued by Duquesne Light Company by August 19, 1983.
