SUMMARY
Robert shaw Controls Company reported to the NRC (IE Information Notice No. 83-56) that the Robertchaw thermos t at ic flow control valves (SWEC Mark ' Nos. 2EGS&TCV201-1, 2) provided on the BVPS-2 eme rge ncy diesel generator sets (PO-2BV-230) are potentially defective.
Malfunct ion of these valves could cause overcooling / overheating of the diesel engines.

Upon notification of' the problem by IE Information Not ice 82-56, SWEC issued a report of this problem to SWEC's engineering department.

DESCRIPTION OF DEFICIENCY Robert shaw - thermos tatic flow control valves have an "0"-ring which minimizes bypass leakage within the valve when the valve is positioned to direct. flow from the cooler.
The "O"-ring floats in a groove in the valve body web and is ~ around the valve plug.
It limits flow to ab out one pe rce nt of full flow.
Contamination within the coolant may cause swelling of the "0"-ring which will prevent movement of the valve plug.

ANALYSIS OF SAFETY IMPLICATION The esergency diesel generators are required during design basis events to supply electric power to the safety-related component s.
The pot en-tial malfunct ion of the thermos tat ic control valves may cause extreme overcooling / overheating and, therefore, could adve rs ely af feet the safety of operations.
5.
CORRECTIVE ACTION TO REMEDY DEFICIENCIES Robertshaw Controls Company, working in conjunction with Colt Indus tries (the diesel generator manufacturer), has recommended removal of the "0"-
ring.
This would ' increase bypass flow to about 2 percent of full flow.
Colt Industries has indicated that this increase in bypass flow is acceptable.

FINAL REPORT Correct ive action has been completed by the field forces.
The modifi-c at ion, removal of the "0"-ring, has been comple t ed.
Duquesne Light Company cons ide rs this item. closed and is issuing this as a final report.
