Meeting with NRC and DOE on Vest Valley Demonstration Project Status and SRA (20 3706 001)

ACE: Vest Valley Demonstration Project Vest Valley, New York June 6, 1991 PERSONS PRESENT: Hengameh Kartal Alee please see attached list of persons from NRC, DOE, NYSERDA, VHC PTSO, BDM, AND VVNS BAQKCROUND ANT).,JERPOSE OF TRIf_1, The Division of Industrial and Medical Nuclear Safety (IMNS) has established a Program Element at the CNVRA to provide technical assistance support for the evaluation of safety of the Vaste Solidification Systems at the West Valley '
Demonstration Project (VVDP) under Mr. Davis Hurt. Three tasks have been assigned to the CNVRA for performance in Fiscal Years 1991 and 1992. The purpose of the trip was to review the status of activities at VVDP and to understand the proposed change plans for waste solidifications systems that are being installed at the site. CNVRA. NRC, and DOE staff members were given an overt d ew of the project status and proposed plans. The presentation and meet.ing agenda is attached.
St/MMARY OF PERTIEMT..POINH.i The meeting began with a briefing of:
1- Status of resumption waste tank operations schedule 2- Status of evaporator cleaning 3- Status of TRG SAR review 4- Status of Vaste Solidification (coment) Program The above presentations were made by the staff of the Vest Valley Nuclear Services Company, Inc. (VVNS) which is the operational contractor at the site.
These status re;, orts reflected the change in operation in order to remove P. from Vest Valley high level liquid waste. This presentation was followed by a table top discussion on the content of the SAR. Sample stations were determined and '
the frequency of samples taken at different locations were addressed. Somi examples of selected accident scenarios were discussed. Another topic covered i
in the course of discussion was the present operational changes and its impact.

i The second half of the day was used for vitrificailon off gases. Dr. D. E. Carl (WNS) provided detailed information of the chemistry of the process, and Mr.
R. F. Vance (WNS) gave a presentation on equipment layouts and related P61Ds. l IlitMIJlDNS/COELUSIDM1 overall, the meeting was very useful both in presenting the current status of the j project and introducing the cognizant of f. gases contacts at the site. The WNS '
ptovided rne with all the requested materials. even an early draf t of SAR for our review and SER development. This draf t shows all the changes made to the earlier review, and very little future changes are anticipated. The reain concern, presently, are the problems with column 0 and the fact that the operation requires a shutdown every week. Most of the equipment for high level waste vitrification process has arrived at the site, and the assembly is acheduled for August 1991. Also, a system description on vitrification off gases will be published in July 1991.
