Dear Mr. Denton:

In the Matter of the ) Docket No. 50-259 Tennessee Valley Authority ) 50-260 50-296 In accordance with the provisions of 10 CFR Parts 50.59 and 50.90 we are enclosing 40 copies of a requested amendment to licenses b?R-33, DPR-52, and DPR-68 to change the technical specifications of Browns Ferry Nuclear Plant units 1, 2, and 3 (enclosure 1). A description of the change and reason and justification is also enclosed (enclesure 2). This change updates the curve of pressure versus temperature to extend applicability through 6.0 Effective Full Power

-Years (EFPY). We request approval of this change by October 19, 1983 By letter from L. M. Mills to you dated September 23,1982 we submitted request TVA BFNP TS 178. That request proposed a revision to the curve for unit 1 to extend applicability through 5.0 EFPY.

Because this request applies to units 1, 2, and 3, TS 178 is superceded and is no longer needed.

This change is submitted by itself to allcw expeditious review by your staff.

This requested amendment has been evaluated pursuant to 10 CFR 50.92 and no significant hazards considerations are involved (enclosure 3).

In accordance with the requirements of 10 CFR Part 170.22, we have determined this proposed amendment to be Class II for unit 1 and Class I for units 2 and 3 These classifications are based on the fact that the proposed amendment is an administrative change that has no safety significance for unit 1 and the proposed amendments for units 2 and 3 are duplicates of the unit 1 proposed amendment.

The appropriate license review fees total $2,000 ($1,200 for unit 1 and $800 for units 2 and 3). $1,200 was forwarded for review of TS 178. Because no review of TS 178 has apparently started, we believe h
