Dear Mr. Willett:

As agreed in your recent telephone conversation with Dr. Brian Dodd, we would like to infonn you of the Reactor Operations Comittee (ROC) decision made on July 21, 1983 with respect to the OSTR transient rod.

As you will recall, the annual calibration of the control rods detennined the worth of the transient rod to be $2.55. This is the same as our technical specifications pulse limit and an increase of 3c. If this trend were to continue and we pulsed with the transient rod carrier fully out, then it is possible that we could exceed our pulsing limit sometime in the next year.

In order to prevent violation of the technical specifications, the ROC decided to set a maximum pulse limit of $2.52. This has been accomplished as per our technical specifications by a mechanical block and electrical interlock on the transient rod. In addition, until such time as the transient rod worth variation can be predicted, the ROC directed the reactor operations staff to calibrate the transient rod every six months.

In the opinion of the reactor operations staff and the ROC these measures should be sufficient to prevent any unintentional violation of our technical specifications pulse limit.
