DPR-42 50-306 DPR-60 License Amendment Request Dated December 5, 1994 Channes in Containment Refueling Integrity Reauirements Attached is a request for change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant.

This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90. The requested amendment would revise Technical Specification 3.8 to allow containment airlock doors to remain open during core alterations provided certain conditions are met. This request is similar to the amendment for Calvert Cliffs Nuclear Power Plant which the NRC approved on August 31, 1994. In addition, this requested amendment would allow containment penetrations to remain open during core alterations provided certain conditions are met.

Exhibit A contains a description of the proposed changes, the reasons for requesting the changes, and the supporting safety evaluation /significant hazards determination. Exhibit B contains current Prairie Island Technical Specification pages marked up to show the proposed changes. Exhibit C contains the revised Technical Specification pages.

These proposed amendments are requested in support of the Prairie Island Unit 2 May 1995 outage. Accordingly, these changes are requested to be approved and issued by April 13, 1995 to allow time to issue the necessary implementing plant procedures. However, issuance of this amendment is not currently identified as required for outage completion or continued plant operation. We request segmented approval of these amendments if a portion, such as allowing the airlock doors to remain open, is ready for approval by April 13, 1995 and the balance is not ready.
