By letter from L. M. Mills to you dated June 2, 1983 we submitted a rrquest to change the technical specifications of the Browns Ferry Nuclear Plant units 2 and 3 That request, TVA BFNP TS 188, was to allow operatiori of the units with increased core flow (ICF). In that letter approval was requested by August 10, 1983 ICF was approved for unit 1 by Amendment No. 88 to Facility License DPR-33, dated March 14, 1983 My staff has learned on July 21, 1983 that this requested amendment has not yet been noticed in the Federal Register. This greatly concerns us based on the submittal date of the request. As discussed with D. B.
Vassallo of your staff July 21, we are submitting additional information to explain our present situation on unit 3 and the need for expedited handling of TS 188.
End-of-cycle coastdown is expected to start the week of July 25, 1983 Increased core flow will reduce power derate of Browns Ferry unit 3 during the end-of-cycle coastdown operation by as much as three percent.
The loss of reactivity from an inoperable control rod has caused the end-of-cycle coastdown power decrease to commence sooner than earlier anticipated. Tne area served by our power system is experiencing the unseasonably warm weather and all the power possible from Browns Ferry unit 3 is needed.
Browns Ferry unit 3 is currently projected to shut down on November 11, l
1983 to start the reload 5 refueling outage. Between August 1 and shutdown on November 11, increased core flow will provide almost 81,000 megawatt hours of additional electrical power generation. This will j
result in a savings of approximately $1 million in replacement power costs.
