l.0 INTRODUCTION in accordance with its agreement with the U.S. Nuclear Regulatory Commission, Cleveland Electric illuminating (CEl) continues to monitor the seismic activity in a restricted region of Northeastern Ohio, encompassing the locale of the Perry Nuclear Power Plant, two deep injection wells operated by ICI Americas. Inc., (formerly Calli!O) and the epicentral area of the January 31, 1986 earthquake. This seventeenth Quarterly Report covers the monitoring period from January 1, 1991, to March 31, 1991. In addition, Appendix A provides the volumetric data < from the two ICI Americas wells for the same period. Appendix B summarizes a felt report survey of the January 26,1991 event. 2.0 SEISMIC NETWORK During the first quarter of 1991, the Automated Seismic Te!ctnetering and Recording System (AUTOSTAR) and the Geneva station performed quite reliably with a total uptime percentage of 98.3% Most of the downtime was caused by telephone line problems. 3.0 OBSERVED SEISMICITY 3.1 Epicentral Area of the January 31,1986 Earthquake l There was one sn.all event (Mc=-0.2) recorded during this quarter from the Leroy epicentral area. The last reported event had occurred on September 1,1990. The location parameters have been added to Table 1 which lists all known events from the Leroy area. The new epicenter (No. 21) is shown on Figure 1. 3.2 The Corridor between the January 31,1986 Epicenter and the injection Wells l During this quarter, there was no seismic activity detected in the corridor. Considering that the seismicity rate of this area is very low, the absence of activity is not anomalous. l 3949J 1* Weston Geophysicol

3.3 Other Events Recorded by AUTOSTAR Three other earthquakes, with locations outside the CEl network were detected and located during this quarter. On January 26 a magnitude hic =3.5 occurred several kilometers offshort the town of Euclid, a seburb just cast of Cleveland. The event was felt in many communities around, but no damage was reported. Figure 2 shows the recordings obtained by CEl. The strong motion instrumentation at the Perry Nuclear Power Plant did not trigger, indicating that the .005g threshold was not attained. The estimated epicentral distance from the Perry Plant is about 44kms. The event was not reported " felt" by employees, however, as a precautionary measure, a set of recording plates was examined from the Peak Shock Recorder; no traces indicating earthquake motion were identified. On February 25, a small m!crocarthquake (hic =0.3) occurred in the Lake, at about 14 km from P.N.P.P. in a northeasterly azimuth. Finally, on hiarch 12, a magnitude 2.3 occurred midway between Solon and Aurora, Oli almost at the junction of Cuyahoga, Summit, Geauga, and Portage counties. One should recall that on hiay 26 and Jur.e 29, 1955 two small earthquakes with magnitudes about 3.5 occurred and were felt in the same area. Location parameters of these events are given on Table 2; Figure 3 illustrates the activity during the quarter, while Figure 4 shows the cumulative seismicity since the January 31,1986 earthquake. 4.0 DISCUSSION 4.1 Epicentral Area of the January 31,1986 Earthquake The occurrence of a small event in the Leroy area is consistent with the temporal pattern of seismicity observed since 1986. The events are sparse, isolated, small, and in a well defined volume. 3949J 2 vu o e.cmn,wai

4.2 The Corridor Between the January 31,1986 Epicenter and the Injection Wells The absence of any seismicity in the corridor for two consecutive quarters is a new ob ervation; in view of the low seismicity level, this observation has probably no significance. 4.3 Other Events Recorded by AUTOSTAR During this quarter, the CEI network triggered on three events having a location outside the aperture. As such, these locations may carry a larger uncertainty, but most likely not larger than one or two kilometers, These instrumental locations are surely more reliable than historical locations based on felt reports only, in the historical record discussed in detail in the Updated Safety Analysis Report (USAR), some small events in 1836,1850 and 1898 have been assigned an onshore location in or near Cleveland, from where the felt reports were collected. These events may well have occurred offshore, e.g. near the recent January 26,1991 epicenter. In Appendix B, a summary of the felt reports of this event is presented. Without instrumental data, this shock would probably have been placed onshore. The event of February 25, 1991 is offshore. On Figure 4, several other offshore events are presented. It appears that, given a long enough time window, of five years for example, one can monitor low level activity occurring in the Lake. This may add credibility to the argument developed previously that some of the poorly located epicenters placed on shore had truly an offshore origin. Finally, the March 12, 1991 Mc-2.3 event between Solon and Aurora has confirmed some 1955 locations inferred from weak data which are presented as historical data in the USAR.

5.0 CONCLUSION

S Once again, the CEI network has operated with a high reliability. With the operation of its sensitive network for more than four years, CEI has acquired some interesting information on the local and regiona. seismicity. CEI continues to believe that the Leroy 1986 event was tectonic and not induced; it considers that some shallow and small events occurring in spatial proximity to injection wells are possibly triggered. it also asserts with greater confidence (based on two surveys following recorded events) that some of the older local j historical events located mostly on the basis of felt reports controlled by l population distribution may have had offshore origin. Thus our previous statements on event location uncertainties is now supported by data. Finally, as time goes on and reliable epicenters of small and moderate events are  ! accumulated,it appears that the notion of a single fault, northeasterly oriented, does not match accurately the observed pattern of a more scattered low seismicity background. 6.0 ACKNOWLEDGEMENT CEI and Weston Geophysical are grateful to Rev. SUMMARY

OF INVESTIGATIONS OF FELT REPORTS FOR TIIE J ANUARY 26,1991 (U.T.) In the evening of January 25, 1991, around 10:21 p.m., a small earthquake with Mc=3.5 magnitude occurred offshore Cleveland, Ohio. The tremor caused no damage, but was felt widely with intensities 111 or IV (MM) throughout the metropolitan area as well as in adjacent suburbs. The event was very well recorded by both networks of CEI and JCU. Because the location of the epicenter falls outside the apertures of the networks and because of the large azimuthal gap resulting from Lake Erie, the locations inferred from the observed data have an uncertainty which is larger than the estimated error. Nonetheless, there is no doubt that the origin is offshore. Judging by the extent of the area from which calls for information originated,it was clear that further compilation of felt /non felt data could be informative. The catalog of historical earthquakes lists several onshore epicenters on the basis of felt reports collected along segment of the Lake shore. Usually, the coordinates of the largest felt report are given to the epicenters, short of any other basis to do otherwise. With CEI approval, Weston Geophysical conducted a telephone investigation, concentrating above all on determining the periphery of the total felt area, it was clear, on the basis of calls received by JCU that the event had been felt throughout the entire Cuyahoga County. The felt reports collected are summarized in Figure B-1; only those felt reports confirmed positively through a telephone conversation are plotted. The area is somewhat semi-circular as expected. The information gathered illustrates clearly that linear patterns of felt reports along the shore, where the population was mostly distributed a hundred years ago, could well have resulted also from epicenters located offshore. The location of the January 26, 1991 event on the sole basis of instrumental data is a valuable piece of evidence showing that the historical locations should carry an uncertainty as large as 10 miles, as in previous evaluations. h undifferentiated intensity reports, and the incompleteness of older data sets which deprive the interpreter of the benefit of an observed synimetry, without the benefit of ' instrumentation as in the present case. Table B-1 lists the numbers of calls placed by Weston Geophysical personnel in the current survey. The attached Memorandum describes briefly the procedure followed for the telephone survey. MEMORANDUM TO: Gabriel Leblanc FROM: Charlene Sullivan DATE: February 7,1991 LAKE ERIE EARTilQUAKE OF J ANUARY 25,1991 On Friday evening, January 25th, at approximately 10:21 PM local time, a small earthquake (M=3.5) occurred, centered in Lake Erie, north of Euclid, Ohio. According to CEI personnel, the quake was felt by many people. Per your request and instruction, on Wednesday, January 30, I initiated a telephone survey to try to determine the periphery of the total felt area. The first task was to call the county sheriffs' offices for Lake, Geauga, Portage, Summit, Medina, Lorain and Cuyahoga Counties. They were asked if they received any calls, how many calls, what towns the calls came from, and what the people who called said. If the person answering the phone reported no calls received, or did not know, they were asked if they were the one on duty that Friday night, if they were not, the sheriffs' log for January 25th was checked and I called back later to speak to the appropriate dispatcher. The second task was to contact local police departments near the edges of the felt area, to better define the boundary. Using lists compiled by CEI and Weston Geophysical, these departments were called and asked the same questions as the sheriffs' departments. As many small towns do not have local police departments and depend on the sheriffs, other calls were necessary to determine whether or not the quake had been felt locally. Calls were made to those places that I was able to obtain a number for through directory assistance. These included town halls, post offices, fire departments, and libraries. These people were asked whether or not they or anyone else at their location had felt or heard of anyone in their area who had felt the quake. Several current or former CEI employees who had filled out questionnaires during our investigation of the December 28, 1988 earthquake were also contacted. The results of Tasks 1 and 2 were plotted on a map of the region, and defined a roughly circular area, centered on the Town of Euclid. The felt area is about 7,500 square kilometers, assuming a full circle. The third task was to acquire articles from local newspapers. Nine daily newspapers were contacted. Of those, six had published an article on local effects. Several weekly newspapers were contacted, but as I was told they do not publish that type of article, no further effort was made to contact other weeklies.
