ATTACliMENT B Safety Evaluation Proposed Change Request No. 78, Revision 1 amends our existing sub-mittal for the Beaver Valley Power Station, Unit No.1 Technical Specifications, Appendix A concerning the addition of hydraulic snubbers to Table 3.7-4a, Safety Related Hydraulic Snubbers Description and Purpose of Change This revision to proposed Change Request No. 78 incorporates the hydraulic snubbers located 'on that portion of the main feedwater piping upstream of the auxiliary feedwater piping and which are nec-essary to prevent pipe whip damage during a seismic event.

Basis 1.

Is the probability of an occurrence or the consequence of an accident or malfunction of equipment important to safety as previously evaluated in the Updated Final Safety Analysis Report (UFSAR) increased? JJo Reason:

The change being made to Table 3.7-4a, Safety Related Hydraulic Snubbers is adminstrative in nature and is not a physical change to the plant safety related systems, structures or components.

This change will not affect the operation of the Auxiliary Feedwater System as described in UFSAR Section 10.3.5.2.2 and will not affect any accident previously evaluate.1 in j

r CONCLUSION The revision to Change Request No. 78, previously submitted November 23, 1982, is administrative in nature and does not involve physical change to plant safety related systems, components or structures, will not increase the likelihood of a malfunction of safety related equiprcat.

Therefore, it is concluded that, since this change does not involve an unreviewed safety question in accordance with 10 CFR 59.59, this change does not consititute a significant hazards consideration. We have determined that this revision will not authorize a significant change in the types or a significant increase in the amounts of effluents or in the authorized power level and will not result in any significant environ-mental impact.

Therefore, pursuant to 10 CFR 50.5(d)(4) no environmental impact statement, negative declaration or environmental impact appraisal is required.

The OSC and ORC have reviewed this proposed revision, and based on the above safety evaluation, it is concluded there is reasonable assurance that the public health and safety will not be endangered by operation in the proposed manner.

REVISION TO APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC"),

holder of Provisional Operating License No. DPR-66, hereby requests that our Application No. 78 be revised to incorporate the hydraulic snubbers located on the main feedwater piping upstream of the auxiliary feedwater injection piping in Table 3.7-4a.

The proposed revision is set forth in Attachment A to this Applica-tion. A safety evaluation is set forth in Attachment B.

The proposed change does not involve a significant change in the types or a signiff-cant increase in the amounts of effluents or any change in the author-ized power level of the facility. The change involves a single safety issue, revision of Application No. 78 concerning the addition of hydraulic snubbers to Table 3.7-4a, and is in accordance with 10 CFR 170.22.

WHEREFORE, Applicant respectfully requests that our Application No. 78 be amended in the form attached hereto as Attachment A.
