GNRO-91/00071 Gentlemen:

Entergy Operations, Inc. is submitting by this letter a proposed amendment to the Grand Gulf Nuclear Station (GGNS) Operating License.

This proposed amendment requests deletion from the Technical Specifications (TS) of several references to operation of the Reactor Recirculation System in the Non-Loop Manual (automatic) mode of flow control. This mode of operation was eliminated via a 10CFR50.59 evaluation and approved design change implemented in RF04. The proposed TS changes are necessary in order to remove certain information and requirements which no longer apply, as well as to avoid the misleading implication that this mode remains available. Entergy Operations considers ' is amendment to be administrative in nature since the proposed a..endment enhances the clarity and accuracy of the TS by deleting information related to plant features which no longer exist.

There were no Technical Specification changes identified as being required prior to implementation of the modification.

In accordance with the provisions of 10CFR50.4, the signed original of the requested amendment is enclosed. Attachment 2 provides the discussion and justification to support the requested amendment. This amendment has becn reviewed and accepted by the Plant Safety Review Committee and the Safety Review Committee.

ay 30, 1991 GNRO-91/00071 Page 2 of 3 Based on the guidelines presented in 10CFR50.92, Entergy Operations has concluded that this proposed amendment involves no significant hazards considerations.

Entergy Operations is requesting approval of this proposed amendment by May 8, 1992. GGNS has been analyzed for Cycle 5 to operate in the Non-Loop Manual mode of flow control. However, since the Non-Loop Manual mode has bes:n eliminated there are no plans to analyze events related to the Non-Loop Manual mode of operation for Cycle 6 which begins following the fifth GGNS refueling outage. Startup from the fifth GGNS refueling outage is currently scheduled to occur in mid to late May 1992.

Therefore, in or'er to allow adequate time for implementation prior to startup, Enterg) Operations is requesting action on this submittal by May 8, 1992.
