Draft Environmental Statement Related to the Operation of Limerick Generating

,. Station Units 1 and 2 DRBC File No. D-69-210 CP (Final) i We have received a copy of the subject statement and note that one reference to the Delaware River Basin Cossaission (DRBC) docket D-69-210 CP appears to have an incorrect interpretation of applicable conditions.

In-the beginning of the first complete paragraph on page 5-14, the statement is made that DRBC has established a mixing zone for discharge of constituents such as residual ~ chlorine and adds that outside of this zone

( the cooling tower blowdown discharge shall not cause a violation of the water quality standards.

_ The docket decision for the Limerick project [D-69-210 CP (Final)] did not establish any mixing area for constituents like residual chlorine. The l docket does establish a heat dissipation area to acccamodate only the ther-mal characteristic.of the discharge and did est W'Lsh s temporary mixing

- area for turbidity during construction of the iiw bunk facilities.
