Rcaponse to Order Modifying License; Management Appraisal of Corporate Management The subject Order Modifying License dated August 9, 1982, required the District to submit to the Region IV Administrator a comprehensive plan of action that included an independent appraisal of site and corporate management organizations and functions, and recommendations for improve-ments in communication, management controls and oversight. In addition, Secticn IV of the subject Order required that within 30 days of receipt of the independent appraisal report the District was to submit an analysis of each recommendation of the report and the action to be taken in response to the recommendations. A schedule for accomplishing these actions was also to be included.

On November 19, 1982, NPPD submitted its Proposed Management Appraisal Plan for your approval. Your letter of December 7, 1982, stated that the proposed plan and schedule was acceptable and recommended program initiation as soon as practical. The District selected LRS Consultants, Inc., of Idaho Falls, Idaho, to do the independent appraisal. The appraisal was conducted during the period February through April 1983.

The Nuclear Management Appraisal Report (" Report") was received by the District on May 13, 1983.

Subsequent to receipt of the detailed Report, the District established a management work group to thoroughly analyze each recommendation contained in the Report and to develop an implementation plan where appropriate.

This work is ongoing.

As.you have'previously been advised, the District also made certain manage-ment changes at the Cooper Nuclear Station and in the nuclear engineering support group located at the General Office in order to effect an immediate improvement in working relationships and effective communications between these two organizational units. In addition, effective June 8, 1983, a separate' Nuclear Group comprising all nuclear-related activities was established by the District. This group will be managed by an Assistant General Manager, Mr. Lawrence G. Kuncl, and will consist of nuclear opera-tions, engineering, fuel, licensing, quality assurance and other nuclear support functions. .Mr. Kuncl will report directly to the General Manager.

This reorganization is in a transitional phase as all the details have not

.yet been completed.

In light of the nature of the Report and the organizational charges presently underway, che District will require additional time to respond :o the Report.

Accordingly, the District respectfully requests an extension ei time until August 15,-1983, for the submittal of our analysis of the recommendations contained in the: Report, proposed actions and implementation sch5dule.

As a separate but related matter, the District requests that the Nuclear Regulatory Commission continue to withhold _the Report from public disclosure until such time as the District submits its analysis and proposed actions relating to the Report.
