Generic Letter 89-10 (June 28,1989), " Safety-Related Motor-Operated Valve Testing and Surveillance" requested holders of operating licenses to provide additional assurance of the capability of safety-related motor-operated valves (MOVs) and position-changeable MOVs in safety-related systems. Supplements to Generic Letter 89-10 were issued by the NRC:
Supplement 1 (June 13,1990), Supplement 2 (August 3,1990), Supplement 3 (October 25, 1990), Supplement 4 (February 12,1992), Supplement 5 (June 28,1993), and Supplement 6 (March 8,1994). Monticello has responded to Generic Letter 89-10 and its supplements by correspondence dated December 27,1989; December 13,1990; April 8,1991; September 3, 1991; and September 24,1993.
Reporting Requirement Item "m" of the June 28,1989 Generic Letter states:
Each licensee shall notify the NRC in writing within 30 days after the actions descn' bed in the first paragraph ofitem 1. have been completed.
Monticello Response:
Monticello has completed the design basis reviews, established the correct switch settings, and has completed the requisite testing to establish assurance of the capability to perform safety-related functions for those valves in the Generic Letter 89-10 MOV program. All design changes to MOVs, initiated from the Generic Letter 89-10 MOV program reviews and analyses, have been completed. We believe we have performed the necessary actions to satisfy the intent of the recommendations of the first paragraph of item T of Generic Letter 89-10.
This letter contains no new NRC commitments, nor does it modify any prior commitments.
