y Northem States Power Company 414 Nicollet Mall Minneapolis, Minnesota 55401 1927 Telephone (612) 330-5500 November 17,1994 NRC Generic Letter 94-02 US Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Supplemental Response, NRC Generic Letter 94-02, "Long-Term Solutions and Upgrade of Interim Operating Recommendations for Thermal-Hydraulic Instabilities in Boilina Water Reactors" The purpose of this letter is to provide the completion information for requested action 1.a of NRC Generic Letter 94-02 in accordance with reporting requirement 2 of the Generic Letter. The Generic Letter requested licensees to submit information regarding actions being taken to address thermal-hydraulic instabilities in boiling water reactors. Monticello provided a response to Generic Letter 94-02 by letter dated September 9,1994.
Requested action 1.a of the Generic Letter states:
Ensure that procedural requirements exist forinitiation of a manual scram under all operating conditions when all recirculation pumps trip (or there are no pumps operating) with the reactorin the RUN mode, and ensure that operators are aware of the potential for very large power oscillations and the potential for exceeding core thermal safety limits before automatic p.otection systems function following the trip of all recirculation pumps (the procedural manual scram is not necessary after long-term solutions are approved and implemented forindividualplants.
Reporting requirement 2 of the Generic Letter states:
If the licensee plans to take an action requested, or a substitute action, within thirty (30) days of the completion of the action, inform the NRC, in writing and 2Rflf)R

In our September 9,1994 submittal we committed that operating procedures would be revised and operator training provided prior to the end of.1994 to require initiating a manual reactor scram under all circumstances in which there are'no recirculation pumps operating while the reactor is in the RUN mode. These actions have been completed.
