Dear Mr. Seidle:

This letter is written in response to your letter of May 20, 1983, which transmitted Inspection Report STN 50-482/83-11. As requested, the violation identified in the Inspection Report is being addressed in three parts:

a)

The corrective steps which have been taken and the results achieved; b) Corrective steps which will be taken to avoid further violations; and c)

The date when full compliance will be achieved.

Violation: Failure to Follow Procedures Finding:

10CFR Part 50, Appendix B, Criterion V, requires, in part, that activities affecting quality shall be prescribed by procedures and shall be accomplished in accordance with these procedures.

DIC Quality Control Procedure QCP-VII-204, " Inspection and Doc-umentation of Pipe Supports" requires, in part, that inspection, verification, and documentation of pipe supports shall be done in accordance with this procedure. Paragraph 4.6.1 requires the mechanical / welding quality inspector to verify all inspection items to the respective acceptance criteria.Section V

t W.C. Seidic KMLNRC 83-074 June 17, 1983 requires the mechanical / welding inspector to verify that the hot and cold settings' are permanently marked on the support.

Contrary to the above, the quality inspection checklist for two auxiliary feedwater system spring hangers were signed off for the hot and cold settings being permanently marked on the support; however, the markings could not have been seen due to travel stops being installed.

Response

As stated in the subject Inspection Report, Construction Work Procedure #QCP-VII-204 requires that the Quality Inspector verify that hot and cold settings are permanently marked on variable spring supports at time of quality control inspection. This criteria is a direct reflection of the requirements specified by the Bechtel Procurement Specifications. Variable' supports are supplied with load indicating scales. The -individual hot and cold settings as required by design are, for the hanger in question, shown by the attachment of diamond symbols on the spring can adjacent to the travel indicator. This method of hot & cold setting indication satisfies the specification and procedural criteria.

Furthermore, the component supports in question were found by field l

_ inspection personnel to be in full compliance with current procedures and design requirements:

As noted in the subject NRC Report, this criteria had been determined acceptable and verified as such by the certified inspector's initials on the Quality Inspection Checklist.

Subsequent field verification by Quality Engineering l

and Inspection personnel determined that the hot and l

cold indicating markers (diamonds) were in place and i

were visible.

3.

The travel stop material did not obscure the hot and cold setting markers.

diamond figures attached adjacent to the travel bar satisfy the specifications. The A/E has confirmed that the visible diamond figures satisfy the specifications and are considered l

as the permanent marking for the hot and cold settings.
