In the letter referenced above Commonwealth Edison Company (Comed) transmitted to the Nuclear Regulatory Commission (NRC) Staff the Westinghouse Fslectric Corporation (Westinghouse) Report WCAP 13454, " Fracture Mechanics Evaluation, Byron and Braidwood Unit 1 and 2, Residual Heat Exchanger Tube Side Inlet and Outlet Nozzles," dated August 1992 (Proprietary) and WCAP 13455,
" Fracture Mechanics Evaluation, Byron and Braidwood Unit 1 and 2, Residual Heat Exchanger Tube Side Inlet and Outlet Nozzles," dated August 1992 (Non-Proprietary). Due to the expedited nature of the submittal, the necessary affidavit from Westinghouse, the owner of the proprietary information, for withholding from public disclosure was not submitted with the proprietary document. Therefore, Comed is resubmitting WCAPs 13454 and 13455 with the appropriate affidavit.

NRC Document Control Desk-November 14,1994 As WCAP-13454 contains information proprietary to Westinghouse, it is supported by an affidavit signed by Westinghouse, the owner of the information (Attachment 1). The affidavit sets forth the basis upon which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in Title 10, Code of Federal Regulations, Part 2, Section 790, Paragraph (b), Subparagraph (4) [10 CFR 2.790(b)(4)]. Accord-ingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10 CFR 2.790.
