Dear Mr. Spessard:
This letter is in response to the inspection conducted by Messrs. D. M. Danielson and I. T. Yin on February 15-16, 1983, at NUTECH Engineers, San Jose, California, of activities at Dresden and Quad Cities Stations. Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements. The Commonwealth Edison Company's specific response to the Notice of Violation is provided in Attachment 1. On May 23, 1983, a meeting was held with Messrs. L. Spessard, D. Danielson and I. Yin, of NRC Region III, and Messrs. J. Abel, D. Farrar, B. Rybak and G. Marcus of Commonwealth Edison. The purpose of the meeting was to discuss our position regarding design audits, and the NRC position that we should increase our audit coverage of the technical aspects of design and particularly, those concerns identified by the NRC in connection with NUTECH. As we stated at the meeting, we believe the non-compliar.ce on inadequate audits (Item 3) is not justified and should be withdrawn. We believe our off-site vendor audit program is extensive, effective, and greatly exceeds the reculatory requirements. However, as a result of your suggestions at the meeting, we are performing another audit this week of NUTECH, San Jose. e-ATTACHMENT 1 Response to Inspection Report-Nos. 50-237/83-05, 50-249/83-05, 50-254/83-04 and 50-265/83-04 Item of Noncompliance 1. 10 CFR 50, Appendix B, Criterion V, states, in part, that " Activities affecting quality shall be prescribed in documented instructions, procedures, or drawings...and shall be accomplished in accordance with these instructions, procedures, or drawings." Commonwealth Edison Company Topical Report CE-1-A, " Quality Assurance Program for Nuclear Generating Stations," Revision 21, dated June 6, 1982, states in Section 5, that "The quality assurance actions carried out for design, construction, testing, and operation activities will be described in documented instructions, procedures, drawings, specifications, or checklists. These documents will assist personnel in assuring that important activities have been performed. These documer.ts will also reference applicable acceptance criteria which must be satisfied to assure that quality related activity has been properly carried out." Contrary to the above, approved procedures did not exist to (1) ensure the loading combinations used for torus penetration calcula-tions met NUREG-0661 design requirements, and (2) specify when to perform piping support base plate and concrete expansion type anchor-bolt calculations using a simplified calculation method specified in Interoffice Memorandum HL-82-036, an unapproved procedure, or to utilize the comprehensive " Baseplate II" computer program.
Response
Corrective Action Taken and Results Achieved l The NUTECH Corporate Quality Engineering Procedures and Commowealth Edison Company Project Unique-Project Instructions have been revised l to clarify and provide instruction on the scope and specification of the performance of important. activities. l ~ Checklists to address the pertinent design activities including design reviews and verification and definition of the applicability-of these instructions have been included in the revised Project Instructions. Specific corrective actions are as follows:
-_- Project Instruction PI-018 has been revised to include a checklist to address design activities, other than large bore piping analysis such as structural and small bore piping analysis, within NUTECH's scope of work. Table 1 of the project instruction was also revised to reflect the applicability of the PI for all safety-related work. Independent design reviews using PI-018 are in progress on safety-related work performed prior to February 15, 1983. Representative samples of past design analyses and calculations are being selected to fulfill the documentation requirements of reviews previously performed but not documented. Individual calculations and analyses are selected randomly and include both p,?.ng and structural areas of design. Any discrepancies which impact safety will be evaluated and corrective action will be taken. These reviews were completed on June 3, 1983. A procedure was prepared to document the analytical methods for evaluation of baseplates and anchor bolts for pipe supports. This procedure incorporates the calculational methods discussed during the audit, documents our analysis process, and provides guidance on which method, computer or simplified to use. The design requirements for nozzles and penetrations are established by NUTECH specifications COM-27-035 and COM-28-046. The load combi-nations utilized in the analyses were derived from NUREG-0661. These i load combinations are currently being incorporated into the NUTECH specifications. The revised specifications COM-27-035 and COM-27-046 was issued on June 7, 1983. Corrective Action Taken to Prevent Recurrence The clarification of the applicability of the project instructions and checklists will define the existing requirements. Indoctrination and training of all Project Personnel in the Project Instructions and Quality Engineering Procedures will improve implementation of the l requirements. Performance of internal and external Quality Assurance i Audits will verify compliance with the requirements. c_ l l Item of Noncompliance 2. 10 CFR 50, Appendix B, Criterion VI, states, in part, that " Measures shall be established to control the issuance of documents... including the changes thereto, which prescribe all activities affecting quality. These measures shall assure that documents, including changes, are reviewed...and approved...by authorized personnel and are distributed to and used at the location where the prescribed activity is performed." Commonwealth Edison Company Topical Report CE-1-A, " Quality Assurance Program for Nuclear Generating Stations," Revision 15, dated January 2, 1981, states in Section 6, that "A document control system will be used to assure that documents such as specifications, procedures, and drawings are reviewed for adequacy and approved by release by author-ized personnel.... Such documents will be distributed to and used at the locations where the prescribed activity is performed. Changes to these documents will be handled similarly and will be reviewed and approved by the same organization that performed the original review and approval, unless delegated by the originating organization to another responsible organization." Contrary to the above, (1) Nutech interface procedure COM-20-229 dated February 21, 1983, was being implemented without formal written approval from the licensee, and (2) the Nutech Engineering staff was using design criteria that were documented in Interoffice Memoranda that had bypassed the Q.A. document control system. These documents had not be reviewed and approved prior to their release their use.
Response
Discussion Concerning the architect-engineer (A-E) interface procedure (Item 1), there is no requirement for the licensee to specifically approve each technical or A-E interface procedure being used by the A-E. Technical reviews of the A-E's are handled by the periodic audits which are con-ducted by CECO Quality Assurance. Also, as presented in the NUTECH Q.A. Program, which is approved by CECO, and as.noted in the subject NRC reports, there are methods for providing for A-E internal review of design procedures. Therefore, the audits along with assured A-E internal reviaws have been determined by CECO to be the manner to handle the technical control of a project. Based on the above, this specific item does not form a basis for a violation. Corrective Action Taken and Results Achieved The NUTECH/S&L Interface. Agreement Safety Relief Valve Discharge Line Mark I Program Plant Unique Analysis, for Quad Cities' Units 1 and 2 and Dresden Units 2 and 3,.COM-20-229, Rev. 1, was approved by NUTECH, S&L, and CECO on February 21, 1983. The agreement was a documentation of existing practices of interface between NUTECH and S&L.
E _4 A review of NUTECH's Scope of Work performed prior to the agreement issuance was conducted to assure the agreement requirements have been met. NUTECH has used -the preliminary load information 'provided by S&L in its analyses. As planned f.and stated to the NRC during the inspec-tion), NUTECH has comparet the final S&L load information to the preliminary information that was used in analyses, and appropriate action is in progress. A Project Instruction whien provides for management review and approval, has been prepared to establish a log for pipe support-design and analysis which idenitifies documents and internal memos containing design criteria. Corrective Action Taken to Prevent Recurrence The approval of the Interface Agreements and preparation of the Project Instruction define the existing requirements. Indoctrination and Training of all Project personnel in these requirements will improve implementation. Performance of internal and external Quality Assurance audits will verify compliance with the requirements. r 5-Item of-Noncompliance 3. 10 CFR 50,' Appendix B,_ Criterion XVIII, states, in part, that "A comprehensive system of planned and periodic audits shall be carried out to verify compliance with all aspects of the quality assurance program and to determine the effectiveness. of the program." Commonwealth Edison Company Topical Report CE-1-A, " Quality Assurance Program for. Nuclear Generating Stations,"' Revision.20, dated February 17, 1982, states in Section 18, that Audits will be performed by Commonwealth Edison Company and/or its contractors, subcontractors and vendors to verify the implementation and effectiveness of quality programs under their cognizance." Commonwealth Edison Company Q.A. Manual, Quality Procedure No. 18-1, " Quality Program Audits," Revision 8, dated July 10, 1981, states in Section 5.2, that "The selection of off-site facilities to be audited and the frequency of ~ audits will be based on Contractor, Capability Evaluation, CECO Construction Surveillance Reports or findings from previous audits reports. Audits may be performed on offsite contrac-tors that are selected on'an' irregular basis without regard to previous Capability Evaluation or audit reports. The frequency will be based on the nature and safety significance of the work being performed. Generally, audits will be scheduled where practical to coincide with plant visits involving witnessing inspection notifica-tion points. Audits of the Nuclear Steam Supply vendor, the Architect-Engineer and Station Nuclear Engineering Department will be conducted in approximate annual basis." Contrary to the abOve, the QA/ design audit program to ensure contractor program implementation was deficient, in that: (1) there had been no audits by CECO at NUTECH subsequent to a major revision of the NUTECH QA-program, (2) there had been no CECO' audits at-NUTECH to ensure implementation of Region -III Confirmatory Action Letter-dated July 14, 1982, and_(3) deficiencies continue to be identified in the NUTECH design control and-internal audit program.

The following'is a more: detailed explana - " tion off-Ediscre's audit ' activities involving NUTECH. s fg d. .-e a--A " ~ ~ ~ ~~"' In accordance with an approved off-site vendor audit schedule dated June 8, 1982, Commonwealth Edison Quality Assurance Department conducted an audit of the NUTECH San Jose, CA activities on July 14-15, 1982. The audit (QA-20-82-47) covered the Mark I Torus Modification for Dresden and Quad Cities dnd the implementation of the NUTECH Q.A. Program. Specific areas covered during the audit were: organization, instructions / procedures and drawings, personnel qualifications, design control, document control, nonconformance control, corrective action, Q.A. record. retention, NDE personnel qualifications, control of purchased services, test control and audits. Two observations were identified, one in the area of personnel qualifications and the other in document control. The observations were satisfactorily closed on August 23, 1982. The 1983 Edison Off-Site Vendor Audit Schedule which was approved and issued on 1/13/83 called for an audit of NUTECH, San Jose, California in the third quarter. This audit was actually performed on 5/16/83. Specific areas covered during the audit were: organization, personnel qualifications, calibration, Q.A. records, inspections, nonconformances, procurement document control, design activities, design control, document control and procedures. The audit was performed to assess the implementation of Revision 3 of the NUTECH Q. A. Manual. One observation was identified in the area of receipt and use of calibrated instruments. In addition, Edison Quality Assurance also performed an audit (QA-20-82-54) of the NUTECH Chicago office on November 8-9, 1982. This audit was performed to Rev 2 of the NUTECH Q.A. Manual and covered the same areas as Edison Audit (QA-20-82-47). It resulted in one finding and five observaticas which were in the areas of personnel qualification, organization, training, document control and audits. These items were satisfactorily corrected and the audit was closed on 2/02/83. The Edison Audit Schedule of 1/13/83 calls for the NUTECH Chicago Office to be audited in the second quarter of 1983. The audit was performed on 5/24/83 and covered the same areas as the May audit performed in San Jose. Three observations were identified. It should be noted that Commonwealth Edison is not committed to perform an audit each time a vendor issues a revision to their Q.A. manual. Edison audits are performed to the currently approved revision of the vendor's Q. A. manual and all applicable 10 CFR 50 Appendix B criteria are audited on an annual basis. In regards to NUTECH, the 7/14/82 audit was performed to Rev 1 of the NUTECH Q. A. Manual. On August 16, 1982, Edison formally approved Rev. 2, dated 7/01/82. This revision affected only 3 of the 18 sections of the manual. The purpose of Revision 2 was to incorporate minor comments from clients and describe an organization change. Revision 3 was prepared to more fully address the ANSI standards and Regulatory Guides. It was issued on 2/04/83 and was approved by Edison on 3/15/83. Commonwealth Edison has an extensive off-site vendor audit program. Approximately, 52, 68, 74, 102 and 105 off-site vendor audits were performed in 1978, '79, '80, '81 and '82 respectively. In 1983, Edison is scheduled to perform 117 of f-site vendor audits and 16 of these will be at Architect-Engineer firms. It is the Edison position that adequate audits of the NUTECH Q.A. Program have been conducted in a timely manner. Furthermore, the Edison Q.A. Program has provided for continuing audit coverage of NUTECH by scheduling of f-site audits of NUTECH in 1983. Our tracking and verification systems to assure acceptable close-out of NRC deficiencies by responsible Edison departments including Engineering and Quality Assurance using audits, surveillances and follow-up, further assures proper corrective action on the part of organizations responsible to such departments. In other words, the technical disposition is verified by CECO Engineering and assured by Quality Assurance as provided under our Quality Assurance Program and applicable National Standards. Additionally, although we agree that there was no formal Q.A. audit ensuring CAL implementation, we know of no regulatory requirement to perform such an audit. There was, however, an extensive effort by CECO to manage and review the work being performed in response to the CAL. To assure that the consultant conducting piping analysis and pipe support designs met the provisions of the NRC Confirmatory Action Letter, CECO took the following actions documented in Attachment 2 to this letter. (1) Instructed the consultant to reprioritize and reissue the analysis schedule to finalize SSDP analysis in October 1982. Exhibit A is a copy of that schedule. (2) Issued color-coded P&ID's, defining the boundaries of the SSDP, to the NRC and appropriate CECO and consultant staff. (3) Reviewed and issued to the NRC a monthly modification action letter prepared by the consultant. Exhibit B is a copy of a letter. (4) In. posed a monthly drawing release quota and a November 30, 1982, cutof f date on the consultant. Exhibit C is a copy of that schedule. The consultant provided a semimonthly letter to demonstrate sctual drawing count in comparison to the quota. Exhibit D is a sample of a status letter. (5) Monitored the consultant periodically at project status meetings, through consultant's interface project instruction and daily phone calls. Exhibits E through N are examples of meeting notes, and Exhibit 0 is an example of a documented telecon.

We hereby confirm that our piping analysis of the safe shutdown path has identified additional disparities from FSAR requirements as of this date. These additions have been reflected in Attachment 1 by a line in the right margin. Modification actions have been ' initiated as shown. This is the fourth and final in a series of monthly letters which respond to Item 3 of the NRC Confirmatory Action Letter to CECO of July 14, 1982. The Confirmatory Action Letter, Item 3, asks that modification action be taken within seven calendar days for any portion of the safe shutdown path that fails to meet FSAR requirements. We said that although our target was to reissue all drawings by 1/14/83 that there were 6 drawings, as shown on the list, which would not be issued until 1/19/83. We then asked if this would cause any problem for Ceco in meeting their commitment date to have all pipe supports installed by 2/15/83 for the safe shutdown path. Fred shiG that this would not be a problem since his main concern in meeting the commitment was material deliveries from Elcen Metal Products Company. Fred told us that he had just visited Elcen this morning and was disappointed with the progress they were making in fabricating clamps and delivering other components. Purpose:
This meeting was to provide interaction between McCartin & McAuliffe (FAM), NUTECH, and Commonwealth Edison Company regarding piping modifications which must be performed during the upcoming Dresden Unit 2 outage. In addition, the piping modifications which are required to qualify the Dresden Units 2&3 safe shutdown path by February 15, 1982, and the non-outage related piping modifications which must be made to satisfy the IEB79-14 and Mark I piping programs were identified. The discussion included the design basis, design detail, materials considerations, fabrication issues, constructability of modifications, and timing. 3. Introductory Remarks: H. Mirochna opened the meeting by stating that he Mr. R. wanted to concentrate on modifications which must be performed He also during the upcoming Dresden Unit 2 refueling outage. stated that NUTECH would identify modifications which had to be performed on Dresden Unit 3 by February 15, 1983 to comply with an NRC order.

However, the IEB79-14 piping modifi-cations designed by NUTECH for Dresden Unit 2 need not be installed until' December 31, 1983. 4. Summary of NUTECH Action Items: A. Issue of bill of material by November 5, 1982, for any expansion anchor speciality items which are required. B. Issue a bill of material by November 5, 1982, for all Drillco expansion anchors and associated tools. Expe,dite the approval of M&M's welding procedures which C. g,c are currently undergoing review at NUTECH's office. ~ Consider making a reco$mendation for a baseline ultrasonic D. test inspection of the welds which will be covered by the ECCS suction header split ring saddle reinforcement, ECCS suction header nozzle reinforcement spiders and LPCI suction line split ring saddle reinforcement. E. Resolve by November 5,1982, if a hydrostatic test is required on the LPCI discharge piping modification. F. Investigate if there is any objection from an analysis point of view for counter-boring the new 16-inch diameter schedule 120 piping at the interfar e of the existing LPCI piping. Respond to CECO /M&M by November 12, 1982. G. By November 17, 1982, revise and reissue the drawings of the ECCS suction header spider reinforcement to add a detail providing guidance to the contractor on butter-ing the sleeve with weld metal to assure a snug fit-up with the nozzle. Of particular interest was the status of work to qualify the safe shutdown piping path (SSDP). 3. NUTECH Action Item Summ_ag a. Resolve by 10/15/82, what is the correct temperature (281*F vs. 150*F) to use for analysis of the Quad Cities RHR pump minimum flow lines (1-1079-3", _1-1032-3"). Also, confirm that the NUTECH Piping Design Specification is accurate for all lines. b. The next time the pipe support schedules are. reissued, add-the quantity of drawings for m.odifications to.small ~ piping. ~ ^ NbTb: Subsequent to the meeting, I advised CECO that the schedules already contain the quar. cities of drawings to be issbed for small piping. Discuss the details of Job Scope Change Authorization c. No. 11, concerning SSDP and operability, with Mr. Mirochna and Mr. Zebus at a separate meeting. d. With regard to the proposed modification, to add a 24"x24"x24" tee in the LPCI pump suction lines at Dresden Units 2&3, take the following action: 1. Issue a bill of material by 10/13/82 for the tee, reducer and pipe. 2. Confirm by 10/20/82 that there is not-an operability problem with the LPCI pump suction line. 3. Ascertain by 10/20/82 if there are any other options besides the proposed modification. f. By 10/22/82, issue the criteria for field routing of small piping. Included ~in this is a system criteria for the contractor to use when field routing the pipe. 9 Resolve by 10/15/82 if the CECO comm.ents, made at the Quad Cities Station recently, will change the risk analysis probability. 4 h. This Dresden schedule will be te.lecopied to EDS on the morning of September 7, 1982. 6. Specific Resolutions Exhibit B is a three page list of all lines involved in the EDS/NUTECH interface. It includes the~ schedule of activities to perform piping analysis according to CECO's schedule. The following is a brief summary. 7-A. Torus Attached Piping; NUTECH Support of Dresden Station Attendees: CECO NUTECH McCartin & McAuliffe Fred Baker Mike Mitchell Andy Witvoet Bill Sheldon Several topics were discussed, as detailed below: I. Installation Spec. COM-23-076 - Our discussions focused on what kind of installation tolerances we will allow for station construction. I presented our. hanger installation tolerance spec. (COM-24-097) and we briefly reviewed it. We will incorporate this spec into COM-23-076 along with Fre d r~ and Bill's comments. We will continue to design our supports ~- such that the anchor bolts can be moved to facilitate instal-lation. The anchor bolt movement restrictions are described in Form CECO /CEA "Std. Spec for Concrete Expansion Anchor Work", which is enclosure #4 of our installation spec (COM-23-076). II. NUTECH Hanger Drawings Released to Date: The bad news is we are behind schedule (and we need to get caught up) but the good news is Station Construction is not being held up by our lag because they have quite a few EDS hangers to work on. Fred and Bill are aware that we are working 110% to support their task. We need to look hard at getting rid of " reference" dimensions on our support drawings. We have never adequately defined what this means. I explained that these were dimensions of structures which are existing and not crit,ical to the operability of our supports. Fred and Bill would rather apply the installation spec. tolerances to all dimensions, and not have to apply a different standard to "ref" dimensions. ACTION: TJV,MKM,TWSH: Decision needed. (- III. EDS is getting a small mini-computer on site to track all site inventory usage (EDS and NUTECH).- I offered CECO our material inventory tracking software to minimize re-inventing the wheel by EDS. Although EDS will not have a directly compatible system to our 8" disk drive /HP-125, our software package may be able to sa've some money for CECO. 4 IV. NUTECH Dresden Site Trailer The trailer will b3 ready for " occupation" (NUTECH has landed) by 9/13/82.. To maximize its usefulness to Ceco the trailer's primary goals should probably be: Resolve installation problems with CECO /McCartin & a. McAuliffe b. Purcose The purpose of this meeting was to address all piping systems where an interface occurs between EDS and NUTECH and assure that a format and schedule for transmitting interface packages between consultants is resolved. NUTECH is involved in the Mark I piping analysis of torus attached lines while EDS is involved in the IEB 79-14 piping analysis of several branch lines off of the TAP run lines. This meeting was prompted by a comment'made during an NRC audit recently that an interface procedure between consultants should be in place. 3. Introductory Remarks Mr. Zebus stated that he would like to see both consultants l improve their schedule to issue all pipe support drawings on the safe shutdown path no later than November 30, 1982. This I schedule improvement is needed so that the CECO Station Construction Department and their contractors will have an adequate amount of time to install and modify all pipe supports required to qualify the safe shutdown path by February 15, 1983. Mr. Zebus also said that it is not a problem for EDS to extend their program completion date beyond December 1, 1982 for any non-safe shutdown path modifications. ~

J..Victorine CECO /EDS/NUTECH (', Page Two Mr. Victorine and Mr. Tschudi informed CECO that a pre-meeting was held between NUTECH and EDS on 9/2/82 to resolve the interface package format and schedule. This meeting was conducted in a spirit of cooperation for the benefit of Commonwealth Edison Company..The original basis of the interface between EDS and NOTECH was to eliminate any duplication of analyses as a result of overlapping. During the negotiation phase of this ~ resolution, EDS stated that they had analyzed several lines already; therefore, NUTECH made every effort to let EDS retain the lines. 4. Discussion The meeting consisted of a line-by-line discussion of approximately 60 pipes which are involved in the scope split. Exhibit A is a copy of the EDS handout which provided their schedules. Exhibit B is a copy of the NUTECH handout which provided our schedules. Exhibit B was actually used to st,eer the meeting. ~ 5. Action Items a. NUTECH and EDS: By October 4, 1982 have a project instruction in place which defines the scope and schedule of the interface between NUTECH and EDS and defines the format of interface packages. Draft an interface procedure and submit b. EDS: it to NUTECH for review by September 17, 1982. c. EDS and NUTECH: Resolve by October 1, 1982 why the,EDS l analysis for Quad Cities lines 1-1032, l-1079 and 2-1079 show that five supports are required on each line while the NUTECH piping analysis for the same lines shows that no modification l l is necessary. EDS: assumptions to expedite issuance of approximately 30 pipe support drawings per station which are pending on safe shutdown path lines involved in the interface such that the drawings can be issued by November 30, 1982. After the drawings have been issued, confirm that the assumptions were con-servative by reviewing the actual interface point displacements from NUTECH versus the EDS assumed displacements. f. NUTECH: Fo,r Quad Cities line 2-2340, verify [ that the check valve can be incorporated f-. into the small piping analysis model, (f by 9/17/82. The line will be evaluated by 10/15/82 and CECO and EDS will be advised if the balance of the line need be analyzed by EDS. NOTE: At the time of this writing, this was confirmed to EDS on 9/17/82. t g. NUTECH: For Dresden lines 2-2340 and 3-2340, perform a field walkdown by 9/13/82 to~ determine if the lines are part of the safe shutdown path. There-appears to be an error on the P&ID which mislocates these lines to a non-safe shutdown portion of the piping.. NOTE: This item is complete. Line 2-2340 i taps off run line 2-1522-14 and is in an SSDP model. Line 3-2340 taps off run line 3-1522-14 and is not in an SSDP model. I h. NUTECH: Assess whether the issue date for pipe support drawings cn the safe shutdown path I -{. could be-improved by slipping the schedule for the non-safe shutdown portion of the work. EDS should give information to NUTECH SJO by 9/15/82. NUTECH will reissue the schedule by 9/17/82. 6. Soecific Discussion Items Prior to the scope split resolution, EDS performed an .~ a. IEB 79-14 analysis of lines 1-1032, 2-1032, 1-1079, and 2-1079 using conservative interface-point displacements and ignoring pipe support flexibility. In the scope split, NUTECH and EDS decided those four lines should be analyzed for Mark I loads by NUTECH up to a proposed intermediate anchor to allow installation of a flexibility loop with EDS performing an IEB 79-14 analysis downstream of the proposed intermediate anchor.. / When NUTECH performed the transfer function analysis of lines 1-1032 and 1-1079, we found that the entire lines (from the interface. point, beyond /he proposed intermediate gm anchor, all the way'to another lad e run line) could be ((- qualified to Mark I and FSAR load without modification (i.e., no flex loop, no intermed' ate anchor, no new or modified pipe supports). 1 CECO, being surprised at the dzsparity in modifications i that different analysis techniques yield, asked EDS and NUTECH to investigate and justify the disparity, b. Mr. Zebus stated that he was concerned that EDS was ~ adding approximately 100 pipe' supports to the Station Construction Department's scope of work as a result of the interface resolution. Mr. Whiteway and Mr..Tschudi. recalled that this was actually not the case because the Station Construction Department was given an estimate of these p.ipe supports at a meeting on July 22, 1982. It was noted in Exhibit $B that Dresden line 2-8503 was c. i omitted from the. list. d. CECO countermanded the action item agreed to by EDS and NUTECH at the 9/2/82 pre-meeting. NUTECH and EDS presented their schedules for issuance of pipe support drawings. Material procurement Station construction identified the following was also discussed. areas of concern which could, if unaddressed, have an impact on their ability to neet the February 15 commitment. Materials Procurement, especially the delivery of the 100K snubbers 1. for the ECCS header. 2. Accessibility to certain areas of'the safe shutdown path. Complications with the contracts and contractors at Quad Cities 3. and Dresden. 4. The NUTECH drawing release inJoecember. NUTECH took the following Action Items: Review Material Procurement to assure that bulk orders exist for 1. all modification hanger parts. Investigate the feasibility of classifying the 100K snubbers on 2. (~ the ECCS header as a Mark I requirement, not a safe shutdown path requirement. 3. As in Item 2, identify other support modifications which can be uncoupled from the February 15th commitment.

Quad Cities 1&2, Dresden 2&3, CECO 1. Rick mentioned that he had a telephone conversation with Fred Baker at the Dresden Station. Fred was concerned that for the pipe supports NUTECH was. issuing that he does not have a bill of material covering clamps, saddle reinforcements, and parts for the ECCS suction header nozzle reinforcement. I told Rick that clamps and other miscellaneous hardware were covered in Specification COM-23-062, component standard supports and pipe support hardware. In addition, Specification COM-11-007, mechanical snubbers, includes the associated pipe clamps and hardware needed to install these snubbers. I reminded Rick that I have a commitment to issue by October 1, ( 1982 a bill of material for the saddle reinforcements as well l f" as the structural steel plate material needed for the ECCS suction header nozzle reinforcement. 2. I told Rick that I was ready to issue a specialty list of miscellaneous pipe support and snubber hardware needed for the job. One such specialty list included miscellaneous Bergen-Paterson snubber forward bracket parts. Rick agreed that I should l send this directly by letter to Bergen-Paterson and. request l that they send a quotation to Commonwealth Edison Company. A second specialty list contains miscellaneous Elcen parts. Rick said that I should send this to the Station Construction Department and ask them to make arrangements with Elcen to add this onto the existing contract. ? /vh mo...., -,}}
