Dear Dr. Thomas:
Enclosed are 10 copies of the UT TRIGA facility Emergency Plan.
The plan has been fundamentally rewritten to address the numerous questions of reviewing NRC staff.
It is hoped that the revision which includes reworded sentences, slightly altered format and addi-tional information will sufficiently answer the staff questions on the plan (letter dated May 23,1983).
Please note that letters of agreement are not yet included. The agreement letters are currently being solicited and will be provided as soon as they have been received.
I regret that such su'bstantial changes were necessary to the originally submitted plan and hope that the enclosed version more accurately represents concerns of the NRC staff.
