57300, JOB E-5590, FILE NO. 956C, Q-10 This letter constitutes an interim report concerning the subject condition, initially reported to the Commission on August 12, 1983, as a potentially reportable deficiency under the requirements of 10CFR50.55(e).

On July 22, 1983, Catalytic, Inc. of Philadelphia, PA, a contractor who performed maintenance construction activities until May 1983 at Zimmer, received an anonymous transmittal containing three personal logs from Catalytic construction i

l personnel previously assigned to the Zimmer project.

Contained within these documents were alleged incidents which could l

represent deficiencies in construction work performed by Catalytic and monitored by its quality assurance program.

On August 26, 1983, Catalytic notified CG&E that their review of the documents identified thirty-four (34) problems or allegations.

Catalytic stated that, while four (4) items require additional evaluation by CG&E, "no undocumented quality related items were specifically identified by the subject logs and affidavits which Catalytic and CG&E did not have previously identified through implementation of their QA/QC programs".

Thus, Catalytic's review concluded "that no 10CFR21 reportable defect or non-compliance exists for items which Catalytic had direct control and access to information".

To confirm their conclusions, Catalytic has made recommendations that further reviews be accomplished by CG&E on the four items which Catalytic could not assess.

~ Based on an initial review of the Catalytic response, there are several items where CG&E considers that additional information is required to determine reportability.

CG&E is presently reviewing Catalytic's evaluation and will provide the results of this review in a follow-up report by November 30, 1983.

.We trust the above will be found acceptable as an interim report under 10CFR50.55(e).
