Georgia Power Company subnits the following information in response to Inspection Reports 50-321/83-20 and 50-366/83-20, concerning the inspection of June 21 through July 20, 1983. One violation was identified.
VIOLATION:
10GR50, Appendix B, Criterion V, as implemented by the Hatch Unit 2 FSAR, paragraph 17.2.5 requires that activities affecting quality shall be accouplished in accordance with documented instructions, procedures, or drawings.
Additionally, Hatch Unit 2 FSAR, paragraph 8.3.1.5 and Hatch Unit 2 procedure HNP-6921 require that electrical cables be color coded at approximately 10-foot intervals.
Contrary to the above, procedures were not follcwed in that several
. cables located in west cableway trays, numbers ESS-I 2MB5297 and 8, and ESS-I 2ABA7-01 were not color coded.
This is a Severity Level V Violation (Supp.
I.E.)
(This violation applies to Unit 2 only).
RESPONSE
Admission or denial of alleged violation: The violation occurred.
Reason for violation:
The violation occurred due to personnel failing to follow the plant procedure for cable installations HNP-6921, which requires cable to be color coded at specific intervals.
Corrective steps that have been taken and results achieved:
Upon notification of the occurrence, the Quality Control Department identified the cables in question and conducted a document search to determine the origin of the installation.
It was determined that HNP-6921 was not being complied with for non-safety related cable pulls.
At this time a deviation report was written for failure to follow plant procedures. A nonconformance report was also generated and subnitted to the Plant Review Board.

Corrective steps that will be taken to avoid further violations:
The identified cables will be color coded. A walkdown of non-safety related cables and cable trays installed after August 23, 1982 by non-safety related Design Change Requests will be performed.
Prior to this date, all non-safety related cable pulls were verified by Quality Control.
Personnel involved in color coding cables have been counseled in the requirements of HNP-34 by means of Departmental Directive.
HNP-34 is the plant procedure for verbatim procedure compliance.
Date when full coupliance will be achieved:
Walkdown of non-safety related cables and cable trays installed on non-safety related DCR's and correction of any problems associated with color coding will be conplete by January 1, 1984.
