Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Required Actions Based on Generic Implications of Salem /ATWS Events Generic Letter 83-28, dated July 8, 1983 requested us to provide, within 120 days, a status report and our plans and schedules to implement any needed improvements to attain conformance to the Staff's positions relative to the Salem /ATWS events. The Generic Letter stipulated that any requests for extension of time should be submitted within 60 days. The purpose of this letter is to briefly describe our efforts to address the Salem ATWS concerns, and to request a 30 day extension of the 60 day requirement.

As early as March 1983, GPU Nuclear established a Salem /ATWS Task Force to address those plant specific issues perceived at the time as significant to the Salem event.

Our present efforts include the review of the GPU Nuclear programs and procedures, and their compliance with the positions of the Generic Letter.

Some specific areas include our examination of post trip procedures; our study of post maintenance test procedures; and our plans to install the shunt trip (ANO-1 design) on an expeditious schedule.

Concurrent with these plant specific activities, GPU Nuclear is an active member in several industry groups dealing specifically with Salem /ATWS issues.

GPU Nuclear is a member of the recently formed NUTAC, and most notably the B&W Owners Group ATWS Standing Committee which assumed the overall B&WOG responsibilities for Salem in April 1983.

participation in these industry organizations is consistent with directions from various NRC Staff members who have strongly encouraged a generic approach in resolving the concerns in the Generic Letter.

Mr. Darrell G. Eisenhut 5211-83-255 It is our desire to continue to work with these industry organizations to assure a consistent approach among plants and to more readily facilitate the Staff's review of our submittals.

For this reason, we support the request for a 30 day extension of the 60 day response that was submitted to the NRC en 8/31/83 by Mr. J. Ted Enos of Arkansas Power & Light, Chairman of the il6W d.hmers Group ATW3 Committee. We specifically request such an extension for TMI-1.

We have determined that a 30 day extension will alleu us, as well as the Owners Group, to note effectively address the positions stated in the Generic Letter.
