Beaver Valley Power Station - Unit No. 2 Docket No. 50-412 USNRC IE Inspection Report No. 50-412/83-09 Gentlemen:
This is in res pons e to the Item of Violation cited in Ins pect ion No.
50-412/83-09 and li s ted in Appendix A (Notice of Violation) attached to your letter to Mr. E. J. Woolever, dated July 25, 1983.
NOTICE OF VIOLATION:
As a result of the inspect ion conducted from June 1 unt il July 11, 1983, and in accordance with the NRC Enforcement Policy (10CS2, Appendix C) pub li shed in the Federal Register on March 9,1983 (47 FR 9987), the following violation was identified:
The Duquesne Light Company (Dif) letter of January 31, 1983, in res ponse to an NRC letter dated Novembe r 1,
1982, wh ich fo rwa rded a Not ice of Violation and apprised you of several other NRC concerns, s t ated that a review would be started by March 1,1983, on ins talled pipe support base-plates to determine and reconcile excessive baseplate gaps.
Contrary to the ab ove, as of June 13, 1983, no review ~of ins talled pipe s uppo rt baseplates had been started to determine and reconcile excessive baseplate gaps.
RESPONSE
Violat ion 83-09-01 relates to D14's le t te r (2NRC-3-005, da ted Janua ry 31, 1983) from Mr. E. J. Woolever to the NRC in res ponse to NRC Inspect ion 82-11.
This ins pect ion report required a written response to Unresolved Item 82 02, wh ich is dive rge nt from the normal pract ice, in addition to the required 8309150009 830908 PDR ADOCK 05000412 0

Both of these items were primarily concerned with HVAC.
However, the ques tion was also asked with refere. ice to piping and electrical supports in addition to the primar3 concern of HVAC supporte.
One other diversion from the normal pract ice was the inclusion of an "At tach-went" to the referenced letter to the NRC and the distribution did not include a t t achme nt s to all part ies.
A commitment date was given for the commencement of a review of ins;alled pipe support base plates by March 1,1983.
Immediate Corrective Action Since Ma rch 1,

BVPS-2 has be en ab le to es t ab li sh the reject ion rate of Hilt i attached plates to be 0.48%.
This reject ion rate was ca lcula t ed so that the Sampling Tables could be used to es tab lish a rejection rate prior to March 1,1983.
It is int ended to commence the ve rifica t ion on Hilt i-type baseplates ins t al led prior to Decembe r 1,
1982, by Septembe r 1,

Long Term Corrective Action Based on the fo llowing, BVPS-2 t akes excep t ion to the s t at eme nt, "How-ever, the ins pe ct o r found no pr ocedur e or system implement ed wh ich assures ot her commi tment s will be met," made in Sect ion 4 of the NRC Inspect ion Report No. 50-412/83-09, da t ed 7/25/83.
The pr oced ur e that controls c ommi tment s was discussed with the BVPS-2 Senior Res ide nt Ins pe ct o r.
Also, the Senior Res ident Inspector was pr es e nt ed with the fo rmal le t t er wh ich not ified the res pons ib le de pa rt me nt of the ci t ed c ommi tme nt.
The Ins pect o r concur red that a pr oced ur e did ex i s t.
However, RAD has in process steps to improve its Commi tme nt Monito ri ng Program as outlined below:
1.
RAD will issue not ifica t io ns cont aining the commi tme nt s wh ich are due.
l 2.
If no response is provided, that commitment will be cons ide red delin-quent and will be forwarded to BVPS-2 management.
3.
A meeting will be held with key members of the Project to pr ov ide instructions in the use the procedure for controlling commitments.
4.
The cont rolli ng pr oced ur e will be revised and reis sued to reflect thase changes.

This program is expect ed to be fully implemented by October 1, 1983.
