Dear Mr. Keppler:

This letter is to acknowledge receipt of Inspection Report Number 50-440/

83-12; 50-441/83-11, attached to your letter dated June 3, 1983. This report identifies areas examined by Mr. N. Merriweather during his inspection conducted April 18 through 22, 1983.

Attached to this letter is our response to the one Severity Level V violation described in Appendix A, Notice of Violation, dated June 3,1983. This response is in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice", Part 2, Title 10, Code of Federal Regulations.

Our response has been submitted to you within thirty days of the date of the Notice of Violation as you required. .> . l RESPONSE TO ENFORCEMENT ITEMS Below is our response to Appendix A, Notice of Violation, of Ifnited States Nuclear Regulatory Commission I.E. Report 50-440/83-12; 50-441/83-11:

l I. Noncompliance 440/83-12-01 A. Severity Level V Violation 10CFR50, Appendix B, Criterion V, as implemented by CEI Corporate Nuclear Quality Assurance Program Manual, Section 0500, requires that activities affecting quality be performed in accordance with documented instructions and procedures of a type appropriate to the circumstances.

Johnson Controls Incorporated, QC Procedure No. QAS-1402-PNPP, Revision 0, Section 15.10.1, states in part that " Monthly inspections shall be performed on stored items, and documented on a storage checklist to a assure that the integrity of the item and container are being maintained."

Contrary to the above, a montuly storage inspection was not performed and documented for the month of March 1983.

i B. Response

1. Corrective Action Taken and Results Achieved j

The immediate corrective action taken by Johnson Controls Incorporated (JCI) was to perform the required inspection and document same.

Construction Quality Section documented this item on Observation

Action Request #624.
2. Corrective Action Taken To Avoid Further Noncompliances In response to the AR, JCI stated that the cause for the procedure violation was assignment of new inspection personnel in the j fabrication shop and rotation for existing personnel. To prevent reoccurrence, JCI re-indoctrinated the affected personnel.

Action Request #624 was then closed.

l Additionally, the existing documentation for the monthly inspection of stored items was reviewed and this violation was found to be an isolated occurrence. Records indicate that the required inspection has been consistently performed and documented for the past 15 months.

1 As a result of the past history and review of the program / procedure

! requirements, it has been determined that present procedural address is adequate and no program revision is necessary to preclude further problems in this area.

3. Date When Full Compliance Will Be Achieved Full compliance has been achieved.
