Dear Mr. Lomasney:

Re: Draft - Radiological Emergency Response Plan Town of Amesbury. Mass.

Af ter careful review by various agencies of the Town of Amesbury, 1 am writing to advise you that the most recent " Draft" of Emergency Planning for the Town of Amesbury is seriously deficient.

It is imperative that your firm develop a plan tailored to Amesbury's needs, and I would urge that your firm take the necessary steps to assure that a plan is developed that will be deemed acceptable.

I might point out that during a recent Special Town Meeting, actien was taken to require the approval of Town Meeting prior to the adoption of any final plan.

I will briefly cutline some of the deficiencies which have been high-lighted by the various individuals and agencies of the Town who have re-viewed the " Draft":

1. Emergency Response Organization - this violates the chain of com-mand that currently exists in the Town under the Charter and would be a complete reversal of the day to day basis on which the Town currently operates. The Town has full-time management which has not been taken into consideration adequately in the plan. The method of notification and overall command and control is inappropriate. More information and refine-ment of the overall organization, back up personnel and duties is required.
2. Public Alert System Info - this is very unclear with respect to type of equipment, location, activation, etc.

3. Radiological Monitoring - it seems inappropriate and raises several

' questions with respect to the personnel involved, training equipment, de-contamination, protective equipment, etc. The communications section of the draft is weak and is in need of many corrections and mord accurate infor-mation to make it more acceptable.

4. Evacuation Information - needs censiderable work and additional in-formation in order to demonstrate that a safe (?) and orderly (?) evacuation of the residents is possible. The transportation section lacks essential information. As an example, you indicate the Public Works is responsible for transportation and that the Public Health Agent is also responsible for transportation. /.m I to assume that we are to move our hospital patients in dump trucks?

Training will be essential and the plan should contain detailed infor-mation regarding what type of training will be provided, who will receive it, and who will pay for it.

I suspect that by now you get the gist of this letter which is simply this, the Town of Amesbury is not happy with the "Draf t", and I as Town Manager feel a responsibility to tell you that it is seriously deficient; and frankly, I would think you would find it embarrassing to have your name

on it.

I seriously doubt that you will find that the Town of Amesbury is willing to accept anything less than an accurate, meticulous, well thought out plan

which will meet this Town's needs in the event of an emergency at Seabrook.

I sincerely hope you are capable of providing one.
