Mr. J.G. Keppler Regional Administrator Gentlemen:

RE:

WM. H. ZIMMER NUCLEAR POWER STATION - UNIT 1 10CFR50.55(e), ITEM M-54, INADEQUATE QUALIFICATION OF HYDRAULIC CONTROL UNITS (HCU'S)

W.O. 57300, JOB E-5590, FILE NO. 956C, M-54 This letter constitutes an interim report for the subject condition initially reported to the Commission on July 26, 1982 under the requirements of 10CFR50.55 (e).

The HCU's were initially qualified by the General Electric Company.

Nutech Engineers had reviewed the GE report as part of our SQRT effort and found it acceptable.

Sargent & Lundy Engineers (S&L) was requested to determine the effect of the control rod drive interface piping on the HCU qualification.

During this review it was determined that the HCU qualification was unacceptable.

As stated in our previous report, LOZ-83-0007, dated March 24, 1983, a detailed review by CG&E of the S&L " Dynamic Qualification Report for Hydraulic Control Units" has identified specific concerns that must be addressed before the HCU qualification will be found-acceptable.

As a result of this review, S&L has been requested to reanalyze the HCU's.

The final S&L analysis is expected to be completed by October, 1983.

After the reanalysis is completed, limited scope operability testing will be performed.

A follow-up report will be submitted by November 30, 1983.
