In accordance with 10 CFR Part 50.90, we are enclosing 40 copies of a requested amendment to the Operating Licenses DPR-79, to change the technical specifications for unit 2 at our Sequoyah Nuclear Plant.

The proposed amendment requests changes in the technical specifications to accommodate the unit 2, cycle 2 reload operations. Enclosure 1 provides a description of the changes, a justification for the changes and the proposed technical specifications (Appendix A to Enclosure 1).

In accordance with the provisions of 10 CFR Part 170.22, we have determined the proposed amendment to be Class III for unit 2. This classification is based on the fact that the changes involve a single-safety issue and the changes apply to one unit. The remittance fee of $4,000 is being wired to the Nuclear Regulatory Commission, Attention: Licensing Fee Management Branch This requested amendment has been evaluated pursuant to 10 CFR Part 50.92 and no significant hazards considerations are involved. Enclosure 2 provides the basis for this determination for the proposed technical specifications and subsequent unit 2/ cycle 2 operations.
