1981 (M- 29 ) and December 17, 1982 (M-73) under the requirements g of 10CFR50.55(e). Based on an August 15, 1983 telephone conversation between W. Torney (NRC) and D. Stephenson (CG&E), E and an August 22, 1983 telephone conversation between W. Forney and G. Brown (CG &E ) , it was agreed that an extension would be -

29, 1983, the activities involved with the review of H. J. Kaiser welding procedures and the resolution of deficiencies identified l by that review are procedurally controlled by CG&E OPP 9.2 =F

" Review of Historical HJK Welding Procedures". Included in this 5 procedure is the identification of hardware affected as a result E of deficiency resolution and the qualification of new weld [

procedures for future welding at Zimmer. This review encompasses g-all HJK welding procedures approved and/or effective prior to -

December 31, 1982. Deficiencies identified in other welding i procedures have been determined to be enveloped by 10CFR50.55(e) r item M-29/M-73 and will be resolved under the same program. E-The review of H. J. Kaiser welding procedures to identify _

deficiencies under OPP 9.2, Task A " Record Review", is complete. E The review of all revisions of all historical HJK welding -

procedure specifications was performed by the CG&E Quality 9

- August 29f 1983 LOZ-83-0108 Page 2 Confirmation Program-in accordance with QCP procedure 19-QA-22 and by H. J. Kaiser in'accordance with procedure GQP-24. CGGE documented the combined results of these reviews into CG&E MCAR 83-02.

The-deficiency resolution phase of the program as described

> in OPP 9.2, Task B "MCAR Resolution", is currently underway. In j a combined effort, CG&E, H. J. Kaiser, Sargent & Lundy and the

Bechtel Power Corporation acting as a consultant to CG&E are 4 developing proposed resolutions for both technical and quality concerns addressed by the MCAR. This effort is currently scheduled for completion by September 28, 1983.
Concurrently, a program is being_ developed to identify hardware that might be affected by the MCAR resolutions. The Computerized Welding Information System will be capable of identifying field welds associated with specific welding procedures and welders. This program, for which initial data entry programming is now being tested, will facilitate the OPP 9.2, implementation of Task C " Hardware Resolution" and is currently scheduled to be completed February-15, 1984. If reso3ution of any deficiency requires rework, CG&E will review the corrective actions to determine any impact on the plan for the verification of the quality of construction and will request a relaxation of the NRC November 12, 1982 " Order to Show Cause and Order Immediately suspending Construction" to perform this
work.

Task D of OPP 9.2 " Development of New Weld Procedure Specifications (WPS) for Project Completion" will be completed with the issuance of nineteen new welding procedures by H. J.

Kaiser. These procedures are expected to be issued by September 30, 1983.

A follow-up report providing the up-dated status of this program will be submitted by February 29, 1984.
