Dear Dr. Murley:
This submittal is forwarded in response to Action Item 4 of IE Bulletin No. 82-02.
In regard to Action Item 4a, Action Item I has been completed for the specific items identified within the scope of this bulletin and as necessary, maintenance procedures have.been revised to provide specific requirements for torquing, tolerances, disassembly, reassembly, gasket installation, lubrication and cleanliness.
The maintenance training program addresses training of appropriate personnel in proper torquing techniques, in addition to the procedural torquing requirements.
The Ginna Station Quality Assurance Program provides measures for proper. selection and use of fastener lubricants and injection sealant compounds to minimize fastener susceptability to stress corrosion cracking.
In response to Action Item 4b and 4c, the attached report identifies Reactor Coolant Pressure boundary components identified in the scope of the IE Bulletin No. 82-02, that were opened during the outage in October 1982, and the refueling outage 1983.

Maier to NRC Dennis M. Crutchfield This letter is to amend Rochester Gas and Electric Corp.'s letter of February 1, 1982 on Shift Staffing Criteria from John E.
Maier.
In the letter of February 1, 1982, we stated that based on our licensing plans and present licensed operators, we anticipated having sufficient licenses by September 1983.
Our present license exam has been changed from July 1983 to October 1983 due to work and examination scheduling.
The class consists of four SRO license candidates and four RO license candidates from the Operations Section.
Rochester Gas and Electric Corp. would like to postpone the Shift License requirement for each shift to January 1,
1984.
An earlier commitment date would continue to require inappropriate amounts of overtime of licensed operations personnel for vacations, illness and training.
