ULNRC-641 DOCKET NUMBER 50-483 CALLAWAY PLANT, UNIT 1 TECHNICAL SPECIFICATION, SECTION 6.0 REVIEW

Reference:

ULNRC-614 dated March 23, 1983 Union Electric transmitted the Callaway Plant, Unit 1 Technical Specifications for NRC review in June, 1982.

Section 6.0, which describes the administrative controls for the plant, was the subject of a review meeting between NRC and Union Electric on February 3, 1983.

At this meeting it was not clear who within NRC had the responsibility for review of this section.

However as a result of the meeting, it was agreed Union Electric would resubmit Section 6.0 and provide written justification for changes from the Standard Technical Specification, NUREG 0452.

This resubmittal was made via the referenced letter and requested an expeditious review.

As of this time it is still not clear which organization has the responsibility to review the Callaway Plant Administrative Controls.

We indicated in the referenced letter of March 23 that the majority of our procedural and programmatic work was being accomplished at that time.

This work has continued despite the lack of NRC feedback and therefore changes, not agreed to by NRC, will have an increasingly greater impact on program development as time goes by.

It is anticipated that Callaway procedural work will be nearing completion by October 15, 1983.

We request that NRC determine which office within NRC has responsibility for review of Technical Specification Section 6.0 by July 15, 1983.

We would then like to meet with the reviewers in July in order to reach tentative agreement on this section by August 15, 1983.
