South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 QcO ity Assurance Program for the Design and Construction Phase of the South Texas Project Attached is Revision 4 of the Quality Assurance Program Description (QAPD) for the design and construction phase of the South Texas Project.
This revised QAPD is being submitted in accordance with the requirements of 10CFR50.55(f)(2), which was adopted on January 10, 1983, and requires an updated QA program description to be submitted by all licensees by June 10, 1983. The revised QAPD includes changes to Revision 3 to the the QAPD which was submitted by Mr. J. H. Goldberg's letter to Mr. Robert L. Tedesco dated March 9, 1982.
Included in this submittal are Part A, Houston Lighting & Power Company (HL&P) QAPD; Part B, Bechtel QAPD for South Texas Project; and Part C, Ebasco Nuclear Quality Assurance Program for South Texas Project. Part B, the Bechtel QAPD is based on Bechtel Topical Report BQ-TOP-1, "Bechtel Quality Assurance Program for Nuclear Power, Plants," Rev. 3A with an addendum to address specific requirements for the South Texas Project. The Bechtel Topical was accepted by the NRC by its letter to Bechtel dated October 16, 1980. Part C, the Ebasco Nuclear Quality Assurance Program for South Texas Project is based upon Ebasco Topical No. ETR-1001, Ebasco Nuclear Quality Assurance Program Manual, Rev.11A modified as appropriate for the South Texas Project. The Ebasco topical was accepted by the NRC by its letter to Ebasco of May 17, 1982.
Part A has been revised to define in more detail HL&P organizational responsibilities; to reflect the requirements of 10CFR50.55(f); to add coatings to the list of special processes; to upgrade the qualification requirements for NDE personnel to SNT-TC-1A-80; to include a listing of HL&P Procedural Manuals used to implement the quality assurance program (replaces

Part B has been revised to make it clear that Bechtel Energy Corporation is responsible for reviewing, monitoring and evaluating the activities of the constructor as well as other contractors on the South Texas. Project; to eliminate Bechtel field engineering's conditional approval authority for field change requests initiated by the constructor; to clarify Bechtel compliance with ANSI N45.2.12; to reflect that Bechtel Quality Control reports to Project QA; and to modify the Bechtel topical report by deleting a description of the sequence of steps for preparing procurement documents and review of bids.
Part C has been revised to incorporate directly into a base document the
. Revision 3 addenda sheets which describe those modifications to the Ebasco Topical No. ETR-1001, Rev.11A, necessary to clarify the Ebasco scope of

responsibility on the South Texas Project; to clarify Ebasco compliance with ANSI N45.2.12; and to clarify the inplace storage requirements for permanent plant equipment.
In this submittal all changes to Revision 3 are identified by an "R4" in the margin. The revision numbers on the headings of each page should be disregarded.
These changes in Parts A, B and C do not reduce the commitments contained in Revision 3.
The revised QAPD continues to satisfy the criteria of 10CFR50 Appendix B.
The changes described in Revision 4 to the QAPD a're being implemented immediately. Attached is a more detailed description of the changes, including the basis for ' concluding that the previous commitments have not been reduced.
In addition to the changes summarized above, a number of editorial changes have been made throughout the QAPD (e.g., Bechtel Power Corporation has been changed to Bechtel Energy Corporation, etc.).
Copies of Revision 4 to the QAPD are also being submitted to the NRC Resident Inspector at the South Texas Project site and the NRC Document Control Desk as required by 10CFR50.55(f)(3)(1).
