Dear Chairman Palladino:

It appears we are moving rapidly to a decision on the restart of TMI Unit I. As a public official, I have decided to speak out before any action is taken. My concern centers around published accounts of your Executive Director, Mr. Dircks. Apparently, he is urging the NRC Commissioners to separate the management of GPU Nuclear from the actions of its employees. This strikes me as a novel and unique approach in both management theory and practice. In my twelve years of working in large management systems, this is the first time I have encountered the i notion that management is not responsible or accountable for the l competence or veracity of its employees, f At best, this recommendation is a distinction without a dif ference. At worst it is a cruel hoax designed to win public confidence of GPU as a corporation. I am profoundly disappointed by this turn of events. It almost l appears that a predetermined conclusion in favor of restart has been made. And now a thin veil of reasoning, justification and validity is being developed. Of course, I know your personal integrity and that of the other Commissioners will not tolerate such a travesty. Allow me to respectfully suggest that the citizens of Dauphin County are tired and frustrated with cosmetic changes. Our citizens clearly demonstrated their will by voting three-to-one against restart in last year's referendum. I appeal to your innate sense of fairness and your public responsibility to significantly incorporate the people's decision in the NRC's deliberations. If not by letter of the law, then by spirit of the law. A recent claim by Herman Dieckamp, President of GPU, that he will not use employees involved in open issues is simply not good enough. The entire incident of TMI is riddled with contradictions, inconsistencies and falsifications. Our community is depending upon you and the other NRC Commissioners to restore our faith and confidence in the Federal Government. We look toward your actions and decision as a means whereby our families can feel secure and safe. Finally, the issues surrounding TMI I restart are not only safety or stress reduction, but also control--individual and local community control in determining the standard and quality of our lives.
