Attached is an information copy of a revision to our submittal dated October 4,1978 concerning the Reactor Vessel Overpressure Pra-tection System for BVPS-1 at low temperatures. We have incorporated the appropriate revisions to comply with the Safety Evaluation attached to your letter dated April 4, 1983.
We have not incorporated the first statement of Section C - Administrative Controls, to require a steam bubble be established in the pressurizer prior to reactor coolant pump startup at RCS temperatures above 160*F.
This requirement has no bear-ing on the overpressure protection system relative to overpressure events due to the heat input case and would not enhance the ability of the system to mitigate an overpressure event. The requirement to obtain 160*F in the RCS is presently required by procedures and appears to have been inserted in the SER on that basis. This sebmittal is provided so that you may begin your review of our proposed changes.
Our OSC and ORC have not reviewed these proposed changes.
When the Duquesne Light Company reviews are complete, we will clearly identify any changes that may be required to this submittal and formally submit our request for Technical Specification Change.
Included with this package are two copies of pages 3/4 5-7 and B 3/4 5-1.
The first of each page is labeled page A and the second page B.
The page A copy is our present specifications with the over-pressure protection revisions incorporated. The page B copy is from our submittal of Change Request No. 79 and incorporates these over-pressure protection revisions. Therefore, if Change Request No. 34 Revision 1 is approved prior to Change Request No. 79 approval, the page A copy should be included with that amendment.
if Change Request No. 79 is approved before the No. 34 Revision 1 change, then the page B copy should be included witt. the amendment. The page A copy will then be no longer required.
