Alabana Power Company's letter dated March 4, 1983 requested approval of a proposed amendment to Technical Specification 3/4.1.3 regarding movable control assemblies.
The proposed amerdment would allow power operation te continue in the event that mere than one rod is inoperable due to e rod control system problem provided that the position of all rods can be verified to be within + 12 steps (indicated position) from the group step counter demand position and its safety related function (i.e., trip capability) is intact.
As explained in the March 4,1983 letter, even with a rod control system problem, the rods can still be tripped to shutdown the reactor.
NRC approval of the proposed technical specification amendment was requested by September 1,1983.
Subsequent to this request, several control rod system events have occurred which accentuate the need for an expedited approval of the proposed technical specification amendment to prevent unnecessary plant shutdowns.
During these events the individual control rod positions were verified and trip capability for safe shutdown was assured.
Since these events did not impact the continued safe operation of the plant, in these instances the existing technical specification appear to be unreasonably restrictive.
Alabama Power Company therefore requests that the September 1, 1983 requested NRC approval date be advanced to July 15, 1983.
An expedited approval could prevent requests for emergency technical specification changes to allow continued power operation in the event of a rod control system event that could not be repaired within the currently required technical specification period.
Such expedited request approvals would be required to address a condition which does not impact safe operation of the plant.

As this technical specification change would advance an identified item's requested approval date, Alabama Power Company has determined that the Diesel Generator Overload Test requested change
- could be delayed 90 days.
