Mr. S. A. Varga Joseph M. Farley Nuclear Plant - Units 1 and 2 Reactor Trip Breakers, DS-416 Gentlemen:

During a telecon on June 2,1983 the NRC Staff identified additional action items associated with the Farley Nuclear Plant reactor trip breakers, Model DS-416 As a result, Alabama Power Company hereby commits to the action items identified in this letter, which are in addition to the commitments made in Alabama Power Company letters dated May 10, 1983, May 24, 1983 and May 31, 1983.

The new committed action items are:

1.

Alabama Power Company will check to assure Westinghouse identified critical manufacturing tolerances are. met and proper alignment verified in accordance with plant procedures prior to placing replacement UV trip attachments in service.

2.

Alabama Power Company will only use replacement UV trip attachments supplied by Westinghouse with a documented record of 25 cycles of testing prior to shipment.

3.

Alabama Power Company will subject replacement UV trip attachments to 10 cycles of operation after installation in the reactor trip breaker, prior to placing the replacement device in service.

If a UV trip attachment fails any portion of the 10 cycle functional test, it will not be placed in service.

5. - Alabama Power Company will notify.the NRC Regional Office by telephone within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of any failure of the UV trip attachment to open or close during functional. testing or in service.

This commitment is in addition to any existing reporting -requirements. in the Farley Technical Specifications.

6.

Alabama Power Company will modify the Farley Maintenance Procedure, FNP-0-MP-28.114, to include the above commitments regarding installation and maintenance of the UV trip attachment.

7.

Alabama Power Company will begin maintaining an estimate of the cumulative number of cycles of operation for each reactor trip breaker since installation of replacement UV trip attachments.

8 Alabama Power Company will perform an independent functional test of the UV trip attachment before each criticality unless performed within the previous 7 days.

9.

Alabama Power Company will include the following action items in the 6 month bench surveillance and maintenance program l

previously committed to in letters dated May 10,-1983 and May 31, 1983:

a.

Response time bench test of reactor trip breaker with UV trip actuation using visicorder or equivalent testing i

equipment.

b.

Perform annual or 500 cycle Westinghouse. recommended servicing and lubrication on a 6 month interval.

c.

Perform dimensional tolerar.ce check of pre-and post-travel on the UV trip attachment trip tab.

d.

Perform inspection of UV trip attachment roller bearing to verify adequate cleanliness and lubrication.

This inspection will be visual and includes verification of proper roller bearing operation.

10.

Upon failure of any reactor trip or bypass breaker, either in service or during testing of the UV or shunt coils, Alabama Power Company will preserve evidence of the failure to the l

Alabama Power Company commits to the above action items Ier a period of six months, as discussed in the May 10, 1983 and May 31, 1983 letters.

Upon completion of the six month program, Alabama Power Company will submit a summary report concerning this program and will address continuation of the program.
