50-328 SEQUOYAH NUCLEAR PLANT (SQN) - OPERATIONS ON-SHIFT STAFFING Reference TVA letter to NRC dated April 21, 1993, " Reply to Notice of Violation (NOV) and Proposed Imposition of Civil Penalties -

NRC Inspection Report Nos. 50-327, 328/92-36, 92-38, and 93 Enforcement Action 92-257 and 93-034" In the referenced letter, TVA indicated that.the minimum Operations staffing level would consist of one shift operations supervisor / senior reactor operator, four assistant shift operations supervisors (ASOss),

four unit operators (UOs)/ reactor operators (Ros), and nine assistant unit operators (AUOs).

This staffing level was intended to apply to normal two-unit power operation.

TVA has reviewed this staffing policy and, on occasion, may reduce the number of on-shift personnel as conditions warrant. Technical specification compliance will be maintained.

It is our position that sufficient oversight and support are available with three ASoss; however, TVA intends to have four ASOSs staffed when both units are in Modes 1, 2, or 3.

Four UOs/Ros will be staffed in all combinations of unit status so that sufficient personnel are available to prevent an individual operator from becoming "over-burdened."

The number of AUOs will depend on operational considerations.
