MAEC-83/0119, 4/19/83 This letter provides our response to NRC Violation 416/83-12-01 as transmitted by your letter MAEC-83/0119, dated April 19, 1983.

I.

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION The nonconforming conditions did occur as stated in the Notice of Violation.

II.

THE REASONS FOR VIOLATION, IF ADMITTED The discrepancies were a result of interferences between the CMU wall modifications and existing structures. Many changes had to be made to the CMU wall modifications in order to install the CMU wall modifica-tions around the interferences. These changes should have been incor-porated into the construction drawings by the field Change Request /

Notice program.

Inadvertently, some of these changes were missed and were not incorporated into the construction drawings by the Field Engineer.

III.

CORRECTIVE STEPS WHICH HAVE BEEN TAKEN AND THE RESULTS ACHIEVED As a result of the violation, a walkdown of each CMU wall that had structural modifications was performed by Bechtel Field Engineering as directed by MP&L (NPE) on DCA-83/2-001.

Mr. J. P. O'Reilly AECM-83/0303 NRC Page 2 The walkdown included sixty-eight (68) CMU walls in the Control Building and thirteen.(13) CMU walls in the Auxiliary Building.

As-built conditions of the modifications (excluding fireproofed areas) were documented on marked up construction drawings and were transmitted to Bechtel Project Engineering for evaluation.

Bechtel Project Engineering has completed an evaluation of the as-built condition of the modifications on all of the eight-one (81) walls and has not found any of the modifications to be detrimental to the integrity of the walls.

IV.

CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTilER VIOLATIONS All CMU wall modifications have been completed for the Unit l' Auxiliary Building and the Units 1 and 2 Control Building, the re fo re, precluding l

recurrence of this problem.

(Please note that no CMU walls are planned for the Unit 2 Auxiliary Building at this time.)

V.

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED Final documentation of the Bechtel Project Engineering evaluation of the walls will be completed by May 25, 1983.

Upon completion of the corrective actions and verification by Bechtel Quality Assurance, a final response will be provided.

This final response will be provided by June 15, 1983.
