Gentlemen:

This letter provides the basis for revision of a commitment from Licensee Event Reports (LER) 87-048-00 and 87-048-01 detailed in references 1 and 2.

The commitment pertains to pre-job briefings of maintenance activities associated with outage related work.

This revision clarifies the intent of the original commitment and eliminates unnecessary pre-job briefings.

The LERs discuss improper maintenance actions in 1987 which resulted in Engineered Safety Features Actuations and the loss of Residual Heat Removal.

The investigation following this event determined that the root cause was the I

failure of the qualified electrician to follow the maintenance procedure governing the work activity.

As part of the comprehensive corrective actions for the event, Wolf Creek Nuclear Operating Corporation (WCNOC) committed to l

performing pre-job briefings on all work during plant operations and outages.

WCNOC incorporated the commitment for performing the pre-job briefings into the applicable WCNOC administrative procedure.

A review of work experience since the time of the event has shown it is not necessary to conduct a pre-job briefing for all work activities.

A pre-job briefing remains necessary if the job is complex in nature, affects equipment or personnel safety, or requires an ALARA briefing. However, many of the jobs performed by WCNOC personnel are simple in nature and do not represent a l

potential for affecting equipment or personnel safety and do not require an ALARA briefing.

Therefore, WCNOC has revised the applicable Administrative procedure requiring pre-job briefings for work activities that are complex in nature, affect equipment or personnel safety or require a ALARA briefing.

Work activities that have the potential for affecting the health and safety of j

the public and the worker have had and will continue to have pre-job briefings.
