Dear Mr. DeYoung:

On March 21, 1983, Toledo Edison received IE Bulletin 83-03 (Log No. 1-755):

" Check Valve Failures in Raw Water Cooling Systems of Diesel Generators".

Toledo Edison provides the following information pertaining to the Davis-Besse Nuclear Power Station.

Item 1:

Licensees are requested to review the plant Pump and Valve In-Service Test (IST) program required by Section XI of the ASME Boiler and Pressure Vessel Code and modify it if necessary to include check valves in the flow path of cooling water for the diesel generators from the intake to the discharge.

Item 2:

For the valves described in (1) above, licensees are requested to examine the IST program and modify it if necessary to include verification pro-cedures that confirm the integrity of the valve internals. This may be accomplished by using both a forward flow and a back flos test or by valve disassembly and inspection. Other equally effective means of assuring integrity of the valves may be used.

Item 3:

Licensees are requested to perform initial valve integrity verification procedures for the valves identified in (1) above using the methods described in (2) above, to be completed by the end of the next refueling outage commencing after April 1, 1983.

Item 4:

Licensees are requested to submit a report to the NRC within 90 days of the date of this bulletin, which lists the valves identified in (1) above and describes the valve integrity verification procedure methods and THE TOLEDO EOISON COMPANY EDISON PLAZA 300 MADISON AVENUE TOLEDO. " schedule identified in (2) above. This report should include the history of any known previous failures of these valves at your plant.

Response

A review was performed of the Diesel Generator cooling water system. The Diesel Generators at Davis-Besse are cooled by water supplied from the Component Cooling Water (CCW) system. The CCW system is essentially a hydrazine-morpholine treated closed loop system which derives its normal source of makeup water from the demineralized water system. As a note, the CCW system contains corrosion test coupons.

As a result.of this review, we find that there are three (3), 14 inch, Velan, check valves applicable under the purview of this bulletin, CC 17, CC 18 and CC 19.

These valves are only forward flow tested every 92 days during the Component Cooling Water pump test and are identified in the Inservice Pump and Valve Testing program.

Test procedures will be modified to perform reverse flow testing of these valves described in (2) above. The requirements of reverse flow testing of these valves will be incorporated into the Inservice Pump and Valve Testing program and submitted with our next revision to the Inservice Pump and Valve Testing program. We will commence reverse flow testing of valves; CC 17, CC 18 and CC 19 during the upcoming outage, presently scheduled to begin July 29, 1983.

To date there have not been any failures recorded for these check valves.

Davis-Besse shall submit a report as required by item 5 of IE Bulletin 83-03.
