Dear Sir:

The Authority furnished a proposed schedule for completing each of the basic requirements for the items identified in Supplement No. 1 to NUREG-0737 (Reference 1) via our April 15, 1983 letter (Reference 2).

Generic Letter No. 82-33 also requested a description of the Authority's plans for phased implementation and integration of these emergency response facilities.

This was included as Attachment II to Reference 2.

We distinguished between the commitments contained in Attachment I to Reference 2 and the information in Attachment II.

While the dates in Attachment I are formal commitments, the schedules and time frames of Attachment II were for information only and therefore not to be construed as commitments.

During the past few weeks we have discussed these schedules with our NRC Project Manager.

As a result of these negotiations, we agreed to amend our commitments to include two additional items.

These commitments concern a date for the completion of the Regulatory Guide 1.97 Signal Survey and the construction of new Emergency Operations Facility (EOF).

Regulatory Guide 1.97 Signal Survey In section 5.1.1 of Attachment II to Reference 2, the Authority described a plant signal survey.

This signal survey will catalog all of the existing variable signals in the FitzPatrick plant.

The end result of this survey will be a list of all existing signals along with detailed information about each signal (such as type of signal, range, transmitter location, power source, environmental i

qualification and redundancy.)

This survey will be completed by May 1, 1984.

New Emergency Operations Facility (EOF)

In Section.6.4 of Attachment II to Reference 2, the Authority described plans for the construction of a new EOF.

The Authority will construct a new Emergency Operations Facility as described in Section 6.4 of Attachment II to Reference 2.

Based upon our current schedule, we anticipate that this new EOF will be functional by February 1, 1985.
